The position is located at the Department of Veterans Affairs, Albany Stratton VA Medical Center (Stratton VAMC) and serves the Veterans interest across the VA Health Care Network, Upstate New York. The Program Specialist performs a variety of administrative and training tasks and provides technical assistance associated with maintaining and supporting the programmatic work and activities performed within the Department of Facilities Management Service (FMS) Operations Team (Ops Team).

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS- 09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The employee will provide instructional design support for training programs within to include but not limited to Facility Simulation Laboratory(Simlab) and all its Network and Computer Systems; All the Facility AV Telecommunication Systems and all its internal components; Lenel Security system; internal/external Telecommunications systems, Hill-Rom bed Management System; Nurse Call Manager system; TempTrak Temperature Control System; and Digital White boards; project management, along with managing a wide range of highly specialized and complex technical duties which support the mission of Facility Management and the functional operations of the facility. Major duties include, but are not limited to: Designs and creates implementation plans and training modules by working with vendors, contractors, clinical services lead, HTM and OIT. Designs evaluation tools for programs, analyzes satisfaction data, and makes recommendations for program improvements. Develop and analyze project plans to track implementation of new initiatives and monitors outcomes for sustainment projects including comprehension and testing to determine effectiveness and efficiency of training. Conducts needs assessment through various kinds of surveys, townhalls, etc. depending on subject and situation to determine training requirements for clinical and non-clinical staff throughout the facility. Designs, evaluates and develops sustainment monitoring programs, Quality Assurance programs, training plans, and serves as documentation custodian for all projects. Performs duties involving the instruction of new equipment such as to include but not limited to NSPS such as the Facility Simulation Laboratory(Simlab) and all its Network and Computer Systems; All the Facility AV Telecommunication Systems and all its internal components not manage by OIT; Lenel Security system; VOCERA internal/external Telecommunications systems, Hill-Rom bed Management System; Nurse Call Manager system; TempTrak Temperature Control System; and Digital White boards Performs administrative work of the FMS operations team including monitoring projects, reviewing records and creating multiple-point schedule for complex initiatives. Maintains fiduciary oversight of Projects assigned to the FMS Operations team. Functions as the Agent in Place for FMS for all continuing technology activities for the organization including periodic auditing, construction rounding, environment of care rounding, record management and ensures compliance will all applicable requirements to continue operational status. Documents and tracks training and certification. Performs other related duties as assigned. To qualify for this position at the GS-9 grade level, you must meet one of the following: SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of the Program Specialist position, and that is typically in or related to the work of this position. Specialized experience includes performing administrative work including monitoring projects, reviewing records and creating multiple-point schedules; provide instruction on new equipment such as network special purpose systems; Ability to design evaluate and develop implementation programs, training plans, maintenance schedules, materials, and aids for the end users. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ EDUCATION: Successful completion of a master's degree or two (2) full years of graduate level education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position. Specialized experience includes performing administrative work including monitoring projects, reviewing records and creating multiple-point schedules; provide instruction on new equipment such as network special purpose systems (Sim laboratory, telecommunications; security, temperature monitoring systems, bed management system, nurse call manager system, digital white boards and project management); Conducts needs assessment through various surveys to determine training requirements for clinical and non-clinical staff; Ability to design evaluate and develop implementation programs, training plans, maintenance schedules, materials, and aids for the end users. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ EDUCATION: Successful completion three (3) full years of progressively higher-level graduate education or doctoral degree (Ph.D. or equivalent) related to this position. Education cannot be credited without documentation. ~OR~ COMBINATION: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. Education Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying one year of full-time study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
