The Program Analyst for Radiology Service serves with the Administrative Officer (AO), as a coordinator, advisor, analyst, and planner for the delivery of health care services with Radiology Service. The position requires administrative and information technology awareness to facilitate interaction with all departments and disciplines in the facility as well as between the VA facility and other institutions.
Duties
Duties may include but are not limited to: Provide detailed input, assessment and data concerning Radiology programmatic development at VATHCS. Incumbent is responsible for managing the implementation and coordination of processes within the Radiology Service related to their efficient operation, data validation, electronic documentation within the medical record and training related to the correct utilization of clinical patient care software programs. Incumbent reviews and analyzes existing health informatics processes in Radiology Service areas to determine relevancy and currency of these functions. Responsibility of updating policy, procedure manuals and user guidelines using management reporting systems with minimal or no supervision. Incumbent will have the responsibility of initiating, compiling, and completing files for physician recruiting files and will be required to provide significant work with this process. Incumbent will be responsible for completing services emergency preparedness evaluation path needed to provider emergency level operations within and outside Radiology Service. The Program Analyst determines appropriate products or services with internal and external customers to define project scope, requirements, and deliverables. The Program Analyst interprets questions to support quantitative analysis of team members, senior analysts, and management work groups. Provides expert analysis of clinical or administrative data extracted through Vista, various data warehouses, and other databases for reporting to VHA, CBO, or other government entities.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: flexibility, ability to adapt to changing priorities and the ability to handle multiple projects at the same time and an ability to work independently using judgment that will have significant impact on the Service. Assess project needs, objectives, and accomplishments through close work with the customers, analytical and evaluation methods and a thorough knowledge and understanding of law, policy, and regulation, using program evaluation and measurement techniques. Incumbent is responsible for managing the implementation and coordination of processes within their Service related to efficient operation, data validation, electronic documentation within the medical record and training related to the correct utilization of clinical patient care software programs. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Physical Requirements: The employee may spend a considerable amount of time sitting at a computer terminal in the performance of regular duties. Incumbent must be able to sit, stand, walk, bend, and carry light items. There is a frequent walking to various places within the Medical Center.
