The primary purpose of this position is to serve as a management analyst to plan, direct and organize management services tasks to nuclear weapons systems and organizational planning.
Duties
Analyze and evaluate issues and develops recommendations to resolve substantiative problems and issues of effectiveness and efficiency of work operations in AF NWC programs.
Document decisions in appropriate formats to meet Air Force and Air Force Material Command requirements.
Evaluate and recommends programs and processes to achieve strategic goals and objectives.
Actively participate in the strategic planning process to improve organizational direction and focus using qualitative and/or quantitative methods and techniques.
Interface directly with other staff and wing representatives on the Center programs and competencies to identify critical support requirements, capability shortfalls, potential solutions, or process improvement activities related to capabilities based planning efforts.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of analytical qualitative and/or quantitative methods and techniques to participate in the assessment and improvement of acquisition plans and programs, issues, and studies concerning the efficiency and effectiveness of program operations relative to the development and/or improvement of critical acquisition programs; a thorough understanding of associated goals, objectives, principles, constraints, methods, and monetary policy; thorough knowledge of program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various entities involved in overall program planning and execution of operations and evaluations; Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations; ability to plan, organize, and develop studies or projects, making recommendations on substantive operating programs, where proposals may involve substantial resources and may require extensive changes in established concepts and procedures; ability to negotiate complex issues effectively with senior analysts and management to accept and implement recommendations; and maintain good working relationships.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of analytical, qualitative, and/or quantitative methods and techniques to participate in the assessment and improvement of acquisition plans and programs.
Knowledge of Air Force and AFMC Program goals and objectives, the sequence and timing of key operational events and milestones, methods of evaluating the effectiveness of planning actions related to actual events, and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
Knowledge of various center entities involved in overall planning and execution of operations and evaluations.
Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues.
Ability to plan, organize and develop studies or projects making recommendations substantive operation programs where proposals may involve. Essential resources and may require extensive changes in established concepts and procedures.
Physical Environment
Work is primarily sedentary, such as sitting comfortably. There may be some walking, standing, bending, and carrying of light items.
Work Environment
The work is typically performed in a primarily heated and ventilated and well lighted office setting.
