The primary purpose of this position is to serve as the Project Manager of the Human Resources Plans and Integration Division for the United States Air Force Academy (USAFA). To develop and implement workforce management and development policies, programs, and procedures for USAFA.
Duties
Plans, coordinates, manages, and aligns sub-portfolio IT system plans with business strategy and business transformation initiatives.
Serves as Portfolio Manager for assigned portions of the USAFA HRM IT portfolio, which are typically aligned to specific USAFA HRM business mission lines (i.e., Sub-Portfolios).
Serves as the authority on the integration of HR systems as they relate to the cadet personnel business process reengineering efforts.
Strategic Planning for Talent Management: Plans, develops, organizes, determines necessary policies, and provides policy and program guidance on process design and performance management efforts.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate.

- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Failure to receive the proper IA certification may result in removal from this position.
- Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
- The incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-13 (or equivalent in other pay systems) which includes experience with preparing plans and future activities for applying new IT technologies and recommendations; providing expert technical advice/guidance and recommending solutions to management and other technical specialists on critical IT issues; the application of new developments to previously unsolvable problems and making decisions that influence important agency funding and IT policies/programs; and applying multiple IT disciplines to plan the acquisition for IT systems development projects from design to support and evaluate the effectiveness of installed systems and services.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery knowledge of the application of laws, policies, regulations, and practices related to IT capital planning and investment controls for business systems. Knowledge of the Financial Planning, Programming, Budget, and Execution systems. The incumbent must be able to obtain and maintain the required certifications for the position.
Mastery knowledge and experience with strategic planning methods, concepts, strategy alignment, and performance management as they relate to IT service delivery. Ability to communicate effectively with senior leaders across the DoD and Air Force functional and technical communities both orally and in writing. All oral and written communications are always clear, concise, and with technical accuracy.
Mastery knowledge and experience in information technology portfolio management, enterprise architecture, and implementation lifecycle of custom software systems and commercial off-the-shelf (COTS) systems. Knowledge and experience in conducting business case analysis and evaluating project proposals against financial and non-financial factors.
Mastery knowledge of the mission, roles, functions, organizational structure, and operation of USAFA, DoD, Air Force, Space Force, DCS (Manpower, Personnel & Services) and other organizations that govern, interface with, and/or influence the requirements planning process and information management capabilities.
Mastery knowledge of Federal regulations which apply to information technology and information services management such as the Clinger-Cohen Act; the Privacy Act; the Paperwork Reduction Act; the Federal Information Security Management Act; and Section 2222 of Title 10, United States Code. Knowledge of the Financial the Planning, Programming, Budget and Execution System.
Skill to plan, organize, and direct the functions of matrixed staff in critical aspects of development, production, and system investment decision-making and to coordinate various aspects of planning and requirements such as enterprise architecture, IT portfolio management, financial management, and contracting.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
