The Deputy Associate Commissioner for Public Service and Operations Support (DAC, OPSOS) serves as the "alter ego" to the Associate Commissioner for all functions of the Office's program specifically related to formulation, adoption and execution of plans and policies related to field office facilities, facilities planning and field office moves, and field office security.
Duties
The DAC, OPSOS is responsible for providing operations analysis, program integration and management planning and analysis in support of the Deputy Commissioner for the Office of Operations, and for conducting studies and analyses related to the overall effectiveness and efficiency of the Field Offices, Program Service Centers, Teleservice Centers, Social Security Card Centers and the Office of Central Operations Processing Centers.
The DAC, OPSOS also has responsibility for the coordination and implementation of a comprehensive DCO nationwide program focusing on systems security and programmatic fraud and broad operations support to the maintenance of earnings data which support the Social Security programs.
In addition, the DAC, OPSOS:
Formulates, executes and monitors Operations' budget plans and spending and evaluates cost savings measures, based on legislative changes.
Controls component staffing ceiling and prorate share dollar limits and prepares component allocation for budgetary categories and FTE/FTP management. Analyzes and monitors component productivity in relation to Agency operational and budgetary goals. Determines the resource implication of legislation procedural and technological changes as well as ad hoc Operational workloads as necessary.
Directs activities to ensure that appropriate security measures are taken for the facility and operational activities which the Deputy Commissioner, Operations, has management and/or supervisory responsibility.
Supports the Agency's debt management program by developing initiatives to prevent debt and ensure the integrity of the trust funds.
Exercises executive oversight responsibility for all regional management support functions and facilities management.
Qualifications
As a basic requirement, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Professional/Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.
You must clearly show that you possess the experience and leadership competencies to perform the duties of an executive. To be considered for this position, all applicants must address each of the Mandatory Professional/Technical Qualifications (MTQ), if any, and the Executive Core Qualifications (ECQ) listed below in the application documents you submit. Unless you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have successfully completed a Senior Executive Service Candidate Development Program approved by OPM and been certified by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications listed below. MANDATORY PROFESSIONAL/TECHNICAL QUALIFICATIONS (MTQs):

Senior level experience managing a Federal multi-year, multi-million budget, including the planning, formulation and execution, and evaluation of the budget process in order to successfully defend budget decisions before stakeholders.
