You will serve as a Health Physicist in the Radiological Emergency Planning Division (Code 105.6), Radiological Control NNSY Support Operations (Code 105.1S), Radiological Control Office (Code 105) of NORFOLK NAVAL SHIPYARD.

Duties

You will initiate, develop, apply, and evaluate new environmental monitoring methods and techniques for the preparation of plans and procedures. You will research and develop improved radiation dose assessment procedures to be used following a major release of fission products and methods of providing personnel thyroid protection from radioiodine released after a nuclear reactor accident. You will develop plans and detailed casualty procedures to determine survey requirements, coordinate accomplishment of the surveys, collection of environmental samples, methods of analysis, and computation of results. You will research and review courses involving radiological controls and Health Physics aspects used in the Radiological Emergency training of personnel. You will evaluate, modify, and advise on the Health Physics aspect of procedures that involve exposure to ionizing radiation and conduct research and development of techniques for new radiological procedures. You will assist in coordinating the Shipyard’s response to an actual or potential emergency with Federal, State, and Local government agencies outside the shipyard. You will identify possible emergency situations, develop plans, issue specific detailed casualty procedures, and provide technical direction to deal with radiological emergencies or incidents associated with naval nuclear plant operations. You will oversee the training and certification of all emergency response personnel. You will provide data and assist in planning major emergency drill scenarios to evaluate the Shipyard’s level of preparedness.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing health physics concepts and terminology. Experience with nuclear techniques and methods, and knowledge and understanding of the principles of nuclear reactor systems. Experience evaluating radiation exposure data, dose assessment and risk evaluation, and knowledge of radiation protection standards, concepts and regulations sufficient to allow the incumbent to assess radiological impact on personnel in or near the shipyard and recommend required corrective actions. Experience with the functions and objectives of the nuclear power and radiological control programs of the radiological control office, the shipyard and NAVSEASYSCOM. Experience negotiating and coordinating emergency planning functions with key shipyard personnel, state and local authorities, other shipyard and NAVSEASYSCOM. Experience reviewing technical procedures and work practices employed in radiological emergency response in order to adjust training methods and materials to be in consonance with actual response operations. Experience working with people from various backgrounds at all organizational levels, in order to plan improvements for facilities and conduct instrumentation and procedures. I have successfully completed a bachelor's degree or higher in natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus.

OR

I have a combination of education and experience with courses as shown above, plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described above.
