This position is located the United States Department of Labor (US DOL), Employment and Training Administration (ETA), Office of Apprenticeship (OA). The incumbent provides technical and administrative direction to staff engaged in the program analysis function; advises the Division Chief and other OA staff on all matters within the scope of office responsibility to include workforce-training initiatives. This position is outside the bargaining unit.

Duties

Provides leadership for program partnerships, policy development, performance management, business engagement, programmatic direction, and support in establishing and implementing strategic focus, office-wide priorities, transformational organizational development, performing other work related to apprentices and infrastructure to ensure successful achievement of goals and performance outcomes for the Office of Apprenticeship. Provides leadership in formulating methods for getting results through cooperative efforts. Assigns work to employees based on selective considerations of such factors as the difficulty and requirements of assignments; availability, capability, and special qualifications of employees; and workload. Keeps employees informed on management goals and objectives, as well as of changes in regulations, policies, and procedures governing the work. Utilizes mastery in the application of a wide range of qualitative and quantitative techniques and methods for assessment and improvement of program operations to recommend new approaches and alternatives to address current and/or anticipated problems. Strategically manages resources to ensure high performance, quality service, and customer satisfaction, in order to enhance the National Apprenticeship System. Analyzes and appraises the means by which apprenticeship programs progress and accomplishments measured and takes action to change or modify programs, as appropriate. Studies new proposed legislation and regulations to determine impact on program. Reviews and assesses the impact of Federal and State court decisions concerning apprenticeship, and makes appropriate recommendations and or changes. Develops and issues written instructions and standard operating procedures, and ensures compliance. Promotes and leads organizational change, leveraging its impact to enhance workforce development systems. Coordinates the formulation and development of the national apprenticeship system under Title 29 CFR Part 29, and appropriate legislation. Is a member of the OA Training Team, facilitates the Apprenticeship Foundational Training and other courses as determine by the OA training team.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.
  • Subject to financial disclosure requirements.
  • Requires a supervisory probationary period if the requirement has not been met.

Qualifications

Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. Experience must be reflected in the resume. Specialized experience includes meeting no less than three (3) of the following statements: Experience developing policies, plans and directing activities designed to meet office requirements and objectives for the National Apprenticeship System; or, Experience assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; or, Experience serving as analysts and advisors to management on the evaluation of the effectiveness of government programs and operations or the productivity and efficiency of the management of Federal agencies or both; or, Experience in developing and analyzing workforce development program regulations, preambles, and in conducting analysis of public comments (e.g. apprenticeship and WIOA); or, Experience working with Federal Agencies in drafting rule-making language that reflects agency leadership input and legal review; or, Experience working with Federal Agencies on the Administrative Procedures Act, and other statutory/legal processes associated with the Federal Rule-making process.

There is no education substitution at the GS-14 level.
