About the Position: Serve as a Procurement Analyst in the Savannah District providing advice to management, contracting officers, contract specialists, and other district elements including the Charleston, Savannah, and Wilmington Districts

Duties

Provide functional assistance for users of the current Army Contracting Writing System for multiple organizations. Coordinate interface between the financial management system and the Army Contract Writing System. Ensure submission of reporting information for the three Districts to USACE, Department of Army), and Department of Defense systems. Advise management, contracting officers and specialists on matters pertaining to contract policies. Conduct periodic reviews of contracts and purchase actions for compliance with acquisition regulations and policies.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Required to submit a Confidential Financial Disclosure Report, OGE-450
  • This is a Defense Acquisition Workforce (AWF) position.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • Advanced Career Level Certification must be met within 4 years.
  • Practitioner Career Level Certification must be met within 5 years.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-12: One year of specialized experience which includes Performing the following responsibilities: managing, administering, and training personnel on the use of a variety of procurement systems, including the Army Contract Writing System, Army Paperless Contract Files, Corps of Engineers Financial Management System, DoD Procurement Integrated Enterprise Environment, Joint Appointment Module, Surveillance Performance Module, Army Virtual Contract Enterprise Business Information, Contractor Performance Assessment Reporting System, System for Award Management, Qlik Sense Reporting. Knowledge of SQL systems to run reports within the procurement systems to respond to higher-level data calls and taskers. In addition to normal acquisition reporting, analyzes requests for data, reports and other queries, using knowledge of acquisition legislation, regulations, policies and contracting methods to fulfill these requests This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Contract Oversight and Close-OutContracting/ProcurementProcurement Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
