The incumbent functions as the Business Manager in the Division of Rehabilitation Service (DRS) at the Martinsburg VAMC. The incumbent is directly accountable to the Service Chief and has responsibility for the day-to-day administrative operations and budgetary activities related to the assigned service. In this capacity, the incumbent has administrative responsibility for space, contracts, equipment, recruitment, data management and validation, and budget formulation for the assigned area.

Duties

Duties include, but are not limited to: Coordinate the administrative functions for Rehabilitation Service and gives administrative and managerial support to all professional programs under the supervision of the Service Chief in execution of assigned tasks. Assure the professional and management programs are integrated to provide optimized patient care, and the most effective utilization of resources. Independently works with the services reporting to the Service Chief on their administrative and operational issues, providing guidance based on VA directives and regulations, VAMC policies, and good management principles. Review all actions and requests received by the clinical and administrative services or from external entities (i.e., VA Central Office, VISN, Congressional Offices, etc.). Provide full assistance to the Chief of Rehabilitation Service through analysis of service, workload, staffing levels, cost-effectiveness, helps formulate professional and allied health policies and programs. In terms of finance, personnel, equipment, space and supplies, the incumbent is directly involved in all professional areas of the medical center affecting the basic station mission. Develop, evaluate, and adjust organization structure for and management systems to accomplish the overall Service mission. Provide technical and administrative supervision of five Medical Support Assistants GS-0679-5, one Administrative Support Assistant GS-0303-6, and one Program Analyst, GS-0301-9. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Displays expert knowledge of health care delivery systems, and Medical Center program functions. Designing and carrying out methods and techniques that address mission mandates and executive management concerns. Ability to participate in the development and implementation of both long- and short-term policies and plans for the health care delivery system, giving special consideration to the integration of internal administrative and clinical policies, to the standards and requirements of various regulatory and accrediting bodies, and to the impact of internal policies on outside entities such as other area hospitals and the community at large. Ability to provide input in the most complex management deliberations and decisions by performing in a consultative manner by managing, analyzing, evaluating and coordinating health care delivery systems and operations. Performs a high degree of analytical decision making, interpersonal skills, and has specialized knowledge of principles, practices and programs of health care delivery systems for large medical organizations OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-11 grade level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required and must be able to function under pressure.
