Duties

The primary purpose of this position is: To serve as a command level program analyst, applying Air Force military rated aviator experience to analyze, develop, and evaluate issues, and develop recommendations to resolve substantive problems/issues of effectiveness and efficiency of work operations in a command level program. More specifically, the position serves as a program analyst involved in processes for drafting, reviewing, testing, implementing, evaluating, and recommending improvements for all North American Aerospace Defense Command (NORAD) and Alaskan NORAD Region (ANR) plans, planning processes, operations, and programs. Duties: Applying Air Force military rated air-to-air weapon delivery aviator experience, analyzes, develops, and evaluates issues, and develops recommendations to resolve substantive problems/issues of effectiveness and efficiency of work operations, regional planning processes, and plans in a command program (NORAD, ANR). Documents planning and programming procedures and decisions in appropriate formats to meet Air Force and Command, and NORAD requirements. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares and delivers oral presentations such as briefings, training sessions, staff papers, messages, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.

Qualifications

Conditions of Employment (cont'd): Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. The employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. "IAW, DoDI 3020-42, Defense Continuity Programs." In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to plans, issues and/or studies concerning the efficiency and effectiveness of program operations for the air defense of North America and towards development and/or improvement of critical command plans (i.e., ANR, NORAD) and programs for conducting major operations such as war, mobilization, search and rescue, mission and flying operations, deployment, special operations, or similar operations; Knowledge of military command structures,missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events, Knowledge of the various command entities involved in overall planning and execution of operations and evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, air battle management, mobilization, deployment, exercise planning, foreign military sales, special operations, search and rescue, weapons training range operations, or similar operations. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning and training actions related to actual events. (For example: knowledge of programming, planning, and evaluating application of air and space functions such as strategic attacks, counter-land attacks, counter-air attacks, etc. for pilot, weapon system officer/navigator, or air battle management positions). Experience programming, planning, analyzing, and evaluating military aviation activities in an arctic environment is highly desirable. Knowledge of the relationship of the various command entities involved in overall program planning and execution of military operations, training, and evaluations. (For example, knowledge of NORAD and other military organizations, missions, policies, and coordination needs in the areas of planning, programming, executing, and evaluating air defense plans and operations.) Experience with Air Tasking Orders (ATO) Airspace Control Orders (ACO), Special Instructions (SPINS) and Airspace Control Plan (ACP) is highly desirable. Knowledge of and skill in the application of Air Force rated aviator (e.g., pilot, navigator, air battle manager) expertise as it applies to air defense operations and battle management operations. (For example, experience as a weapons system officer, pilot, or air battle manager with familiarity of Combat Alert Operations for air defense.) Rated aviator experience as a, pilot, navigator, or air battle manager with knowledge of the ANR and/or the NORAD mission, organization, and operations are highly desirable. Knowledge of current or recent military weapons systems (such as F-16C, F-l 5E, A-JO, F-117, F-111, F-4, A-7, B-1, B-2, FIA-18, F-14, AV-8, E-3, E-8, EC-130') and tactical, theater, and strategic use of these assets. Experience with these weapons platforms in a Defensive Counter Air (DCA) environment is highly desirable. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems/issues of effectiveness and efficiency of work operations in a major command program. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Experience and abilities gained while working with Air Battle Management operations and Air Operations Center staff are highly desirable. Ability to communicate effectively both in writing and orally; to prepare a variety of correspondence, reports, plans, programming documents, and briefings; negotiate complex issues; and maintain good working relationships. Skill in using automation systems. Experience with Word 7 and Power Point 97 is highly desirable. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
