About the Position: This position supports the direction, formulation, and execution of the District's O&M Civil Works Program. The role involves program planning, budgeting, and execution, along with managing and improving the Operations Branch's processes. Key responsibilities include developing and maintaining automated systems for project management, coordinating financial management systems, and advising on programmatic and budgetary matters to ensure efficient program execution.
Duties
Lead the planning, justification, and execution of the Civil Works O and M program, ensuring alignment with budgetary guidelines and commitments.
Monitor funds, analyze financial data, and prepare detailed budget and program reports to ensure accurate financial management.
Implement and maintain automated systems for project management, including scheduling, performance measurement, and budget reporting.
Research and recommend improvements to management systems, ensuring increased program effectiveness and efficiency.
Acquire, verify, and update project data in systems like P2 and CEFMS, ensuring accuracy and timely reporting.
Coordinate with internal and external stakeholders to manage program processes, resolve conflicts, and provide programmatic advice to leadership.

Specialized Experience: One year of specialized experience which includes developing, justifying, and executing budgets for programs, particularly within the context of government operations such as Civil Works Operations and Maintenance (O&M); managing and coordinating programmatic activities related to the planning, budgeting, and execution of complex projects; AND researching, analyzing, and recommending improvements to management systems and processes to enhance program effectiveness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
