The mission of the Defense POW/MIA Accounting Agency (DPAA) is to research, investigate, recover and identify remains of DoD personnel unaccounted for from World War II, the Korean War, the Vietnam War, the Cold War, the Iraq conflicts and the Persian Gulf War, and to disseminate appropriate information on the status of missing persons from past conflicts to authorized family members. The DPAA Director, (SES-III) reports to the Under Secretary of Defense for Policy (USD(P).
Duties
Incumbent typical work assignments may include the following:
Plans, manages, and provides technical direction for the operation and integration of a variety of information mission area systems.
Conducts analysis, planning, design, implementation, documentation, assessment, and management of the enterprise structural framework to align IT strategy, plans, and systems with the mission, goals, structure, and processes of the organization.
Manages and coordinates Information Technology (IT) security solutions within the unclassified and classified network infrastructure components of NIPRNet, SIPRNet, JWICS and DPAA's Mission IT Cloud Instances Sales Force (Public Portal) and AWS Gov Cloud (Case Management System).
Manages continuous improvement in cloud solutions for DPAA with new innovative approaches that primarily focuses on reliability, performance, end-user experience based on automation by creating efficiency in DPAA's hosted cloud environment.
Applies information technology and project management principles to lead a vast array of technical projects across multiple organizations that require the determination of appropriate products or services with clients or customers.

- Incumbent must be able to obtain and maintain a TOP SECRET security clearance with Sensitive Compartmented Information (SCI). A Special Background Investigation (SBI) is required with favorable adjudication by a determining authority
- Incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime
- Incumbent must be able to work off-shift hours to accomplish system maintenance or restore system outages
- Incumbent may be required up to 20% occasional travel away from your normal duty station for official business on military or commercial aircraft
- Incumbent is required to sign a non-disclosure agreement
- Incumbent of this position must obtain and maintain the appropriate Information Assurance (IA) certification within six-months of assignment of these duties. Failure to receive the proper IA certification may result in removal from this position

The Information Technology series 2210, has an Individual Occupation Requirement (IOR).
BASIC REQUIREMENT:
Applicants must demonstrate on their resume that they have IT-related experience demonstrating each of the four competencies listed below.
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the BASIC REQUIREMENT listed above, you must also meet the specialized experience requirement listed below.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in:
(1) Understanding commercial network design programs to apply their interrelation and function within various environments;
(2) Applying IT security principles to develop specifications that ensure compliance with security requirements;
(3) Providing advice and guidance in implementing IT security policies and procedures in the development and operation of network systems;
(4) Developing and integrating network systems consistent with existing or planned network infrastructures; AND
(5) Testing and evaluating methods that install and operate large network programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
