This position is located in the GEC/Mental Health, within the following clinics: Mental Health, GYN, Family Practice, Pediatrists, Optometry and Dermatology, located at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, Illinois. The FHCC is larger than a single facility, but rather a system of facilities throughout Northeastern Illinois which provides medical and dental services to US Military Veterans, Recruits, Active Duty and eligible beneficiaries.

The primary function of this position is to work interdependently with other members of the clinical team to provide administrative and clinical patient care within the standards of clinic practice and performance. The multi-disciplinary treatment team focuses on providing primary care to an assigned panel of patients. Quality of care is measured by evidence based on clinical reminders, evaluation criteria, local performance measures and national accreditation standards. The Health Technician works under the direction of an RN or equivalent. Major duties may include but are not limited to: Administer vaccines in accordance with current guidelines. Provides emergency care for treatment of anaphylaxis and provides patient education regarding expected reactions and proper post vaccination care. Perform phlebotomy using standard blood tubes in accordance with established standard operating procedures, American Phlebotomy Association guidelines, and Food and Drug Administration regulations. Prepare exam rooms prior to patient's arrival. Obtain patient's medical record following appropriate procedures. Check patient's vital signs, to include temperature, respiration, pulse, weight and blood pressure Obtain and document patient's current medical history, drug history, chief complaints, allergies, and vital signs on the correct Standard Form before patient is in the exam room. Assist the provider as needed during exams. Perform diagnostic procedures when ordered, including but not limited to EKGs, urine dip sticks, phlebotomy. Transport patients to other clinical areas as needed. Check each char for the provider's signature, stamp and each patient's diagnosis prior to returning the chart to Health Records. Obtain lab and x-ray results. Maintain exam room stock levels and perform routine maintenance of exam rooms, including but not limited to dusting, cleaning, washing basins. Participate in Inventory procedures as directed. Complete lab and x-ray requisitions in accordance with clinic policies. Enter demographic data into the computer upon patient check-in. Enter diagnosis and departing time when patient is released. Answer telephone and transcribe accurate messages. Ensure that any broken or unsafe equipment is removed from the clinic in a timely manner and notify appropriate personnel. Assist with patient flow and give direct patient care as directed. Operate the following equipment, as directed: Automatic Blood Pressure Monitor, Hand Held Nebulizer, EKG Machine (12 Lead), Electronic Thermometer, IV Infusion pump (Set-up only), Tympanometer. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023. Individual Occupational Requirements: Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. OR For GS-5: Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position. You may qualify based on your experience and/or education as described below: GS-05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Examples of specialized experience would typically include, but are not limited to: Knowledge of direct patient care techniques, including activities of daily living (ADLs), ambulating patients, infection control, and emergency response; uses appropriate safety precautions; Use of proper specimen collection techniques (phlebotomy/venipuncture, finger sticks, urine, sputum, tissue, etc.); use of correct containers and labels; monitors patients for adverse reactions. Working with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; Use of computers, software applications, databases, and automated systems to accomplish work; Knowledge of principles and methods of quality assurance and quality control used to ensure a product fulfills functional requirements and standards. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the Health Technician position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is typically sedentary in an office, although stooping, walking, stair climbing and moderate lifting and carrying are required, along with reaching and prolonged standing, and providing necessary patient assistance. Manual dexterity is required.
