This position is located in the Employee Occupational Health Department of Chief Medical Executive Directorate located the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, Illinois; a 1c complexity facility. The Lovell FHCC is larger than just a single facility, but rather a system of facilities throughout Northeastern Illinois and Wisconsin which provide medical and dental services to U.S. Military Veterans, Recruits, and Active Duty and eligible beneficiaries.

Major Duties include but not limited to: Employee Occupational Health Direct Patient Care Duties (60%) - The Incumbent utilizes appropriate interview skills to gather and complete documentation of patient data/elicits information symptomatic of illness and/or injury, to include reason for visit, physical appearance; emotional status; a clear and thorough medical and work history, as they pertain to the presenting complaint or scheduled medical surveillance; and medications (e.g., active vice those no longer necessary). - Triages patients, prioritizing patients based on degree of injury or illness. Obtains vital signs (e.g., blood pressure, pulse, temperature, and respirations), height, and weight on all patients. Assists employees with the appropriate documentation requirements for on-the-job injuries. Ensures patients complete and sign all required forms. - Observes/notes conditions that may be critical prior to and during testing and notifies nurse and/or health care provider of any situations requiring emergency assistance/immediate attention. - Extra additional duties Administrative Duties (40%) - The incumbent performs a wide variety of administrative tasks associated with maintaining and supporting the work performed within the Employee Occupational Health (e.g., patient reception, answering telephone calls, patient registration and scheduling, and accurate maintenance of logs and tracking databases). - Responsible for the safe and effective operation of medical equipment utilized within the Employee Occupational Health Clinic (e.g., vital sign machines, and Titmus Vision Screener machines) and contributes to a safe working environment. Maintains equipment, performing and documenting daily calibrations of all test equipment. Identifies malfunctions; conducts first echelon maintenance as needed; coordinates with medical maintenance and/or equipmentrepresentatives regarding the problems. - Assists the Public Health Department Administrative Officer in the research and ordering of medical equipment. - Extra additional duties. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2023. Individual Occupational Requirements: Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. OR For GS-5: Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position. You may qualify based on your experience and/or education as described below: GS-05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Examples of specialized experience would typically include, but are not limited to: Communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customer. Maintenance of confidentiality of patient/employee information, electronic and print. How to work and function in the medical center in a safe manner, including infection control and the correct operation of equipment. Knowledge of a variety of accrediting agency policies, procedures, and requirements such as The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), Office of the Surgeon General (OTSG), and established rules, regulations, its personnel, and its functions, sufficient to their application in the Occupational Health Clinic setting. Knowledge of anatomy and physiology sufficient to conduct limited physical assessments and examinations. Knowledge of a variety of occupational health technical skills and a broad experience enabling the incumbent to make assessments and to take appropriate actions. Knowledge of infection control guidelines and various safety precautions to ensure safe work performance and to prevent the spread of infections. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the Health Technician position. (TRANSCRIPTS REQUIRED) OR Combination of Education and Experience: Possess equivalent combinations of successfully completed education and specialized experience as described above that is directly related to the work of the Health Technician position.(TRANSCRIPTS REQUIRED) Preferred Experience: Knowledge and understanding of patient conditions and medical intervention; knowledge and understanding of clinical principals and impact on patient care. Communicating effectively orally and in writing. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is typically sedentary in an outpatient clinic setting, although stooping, walking, stairclimbing, and moderate lifting and carrying are required, along with reaching and prolonged standing, and providing necessary patient assistance. Incumbent is exposed to everyday risks and hazards of clinic and industrial locations. Personal Protective Equipment and Immunizations may be required.

Education

Graduate education (Masters level) may be used to substitute for specialized experience only in those instances where it is directly related to the work of the position.
