THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (R&P) (Title 5) (Indefinite), Position Description Number T5022100 and is part of the VA HR, National Guard.

Duties

As an HR SPEC (R&P) (Title 5), GS-0201-12, you will perform the below duties: 1. RECRUITMENT AND PLACEMENT Provides continuing technical advice and assistance to HRO personnel in resolution of difficult staffing problems for complex organizations (e.g., organizations performing work of an abstract and/or judgmental nature, and whose organizational settings are characterized by frequently changing missions and functions, frequent reorganizations, unstable work force, recruitment difficulties, and technically complex staffing determinations). Applies a thorough and comprehensive knowledge of recruitment and placement principles and concepts, a sound working knowledge of other personnel fields, and broad personnel management knowledge to identify, analyze, and resolve problems which require the interpretation and adaption of guides which frequently, are only partially applicable and few precedents exist. Performs pre-reduction-in-force (RIF) planning and executes reduction-in-force or transfer of function actions. Assists with on-site delivery, counseling, and PPP registration as requested. Provides input to serviced commands for short and long range analysis of civilian personnel staffing requirements and resources. Evaluates trends in missions, technology, manpower and fiscal resources and other factors influencing future needs. Administers in-service placement, including mandatory OPM, DoD, DA, DAF, NGB and command programs. Processes SF-52 actions, sets pay, determines benefits and allowances, coordinates with personnel representatives in the HRO to obtain management information and/or advise on recruitment or placement requirements, and resolves issues or problems as they arise. Coordinates with HRO personnel on development of crediting plans to identify skills, knowledge and abilities for positions; develops and distributes vacancy announcements. Rates and ranks applicants, prepares and issues referrals lists for management action. Coordinates actions with the National Guard Bureau as required. Administers special employment programs (e.g., Upward Mobility, AAP for Handicapped, VRA, and DOD Priority Referral System) to ensure the continuance of a balanced placement program. Administers attrition management or downsizing benefits/entitlements/programs to include VERA and VSIP. Researches cases and prepares/provides detailed documentation and/or responses for resolution of formal grievances/complaints on qualification ratings or related merit promotion actions (other than non-selection). 2. HUMAN RESOURCES MANAGEMENT As a senior HR Specialist working in a HRO, exercises an expert level of knowledge and skill in applying the full range of HR methods, principles, practices, and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems which range from recurring through complex and unprecedented. Utilizes a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices. Uses detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions; uses non-standard operating practices or highly modified HR work procedures for delivering effective HR services to Army and Air National Guard customers; and provides written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of HRO findings and recommendations. 3. Performs other duties as assigned.

Indefinite appointments may be made permanent at a later date without competition. WHO CAN APPLY: GROUP A - All On Board Federal National Guard Employees within Virginia National Guard. GROUP B - All current Federal Employees (from any agency), all federal re-employable eligible, and/or current Army M-Day and Air DSG within VANG. GENERAL EXPERIENCE: Applicant must have experience providing technical services on assigned portions of position management, classification, staffing, and human resources development programs; and provides the full range of technical support regarding management-employee relations. SPECIALIZED EXPERIENCE: Applicant must have at least 12 months of specialized experience, equivalent to at least the GS-11 level or equivalent pay band in other pay systems in the Federal government? This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as: Experience providing continuing technical advice and assistance to HRO personnel in resolution of difficult staffing problems for complex organizations. Experience administering in-service placement, including mandatory OPM, DoD, DA, DAF, NGB and command programs.
