You will serve as a Human Resources Specialist (Classification) in the Business Directorate of NAVAL FAC ENGINEERING CMD WASH.

Duties

You will conduct organizational program reviews (e.g., position structures, audits, studies for reorganizations) to identify position management needs for an organization. You will instruct managers or supervisors on the application of position classification references. You will draft position descriptions for career ladder, hard-to-fill positions. You will write evaluation statements for position descriptions at various grades (e.g., GS-2 through GS-15) and pay systems (General Schedule, Wage Grade, Pay Band). You will review position classification or position management programs to ensure consistency throughout an organization.

Requirements

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Locating, Interpreting, analyzing, and applying classification standards and guides; 2) Conducting position management reviews for assigned organizations and providing assistance to supervisors and managers on ways to improve existing or establish new structures that will optimize efficiency, productivity and organizational effectiveness.; 3) Preparing and reviewing position and/or job descriptions, coordinating desk audit requests, and assisting/conducting audits; 4) Advising and assisting management with planning and implementing reorganization which may involve mission changes and realignment of positions and personnel; 5) Providing various classification training to managers and supervisors. GS-09 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Determining Fair Labor Standards Act for positions (Exempt/Non-Exempt); 2) Providing position advisory evaluations; 3) Preparing various Requests for Personnel Action; 4) Locating, interpreting, analyzing, and applying classification standards and guides; 5) Preparing and reviewing positions and/or job descriptions, coordinating desk audit requests, and assisting/conducting audits. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., if related
OR
A combination of experience and graduate education as described above that equates to one year of experience

GS-09
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
