This position is located in the United States Department of Agriculture (USDA), Office of the Assistant Secretary for Civil Rights (OASCR), Office of the Director, Data and Records Management Division. The incumbent serves as a senior level Management and Program Analyst (MPA) responsible for planning, executing, evaluating and facilitating the full range of Civil Rights technical support functions.

Duties

Leads a team of employees; distributes and balances workload and tasks and makes adjustments to accomplish the assignments in a timely manner. Coaches the team in the selection and application of appropriate problem-solving methods and techniques. Serves as the expert and authority on business support services within the program by analyzing and evaluating effectiveness of assigned agency business operation functions and activities. Researches and investigates new or improved business and management practices for application to OASCR business support programs and operations. Identifies and obtains data required for use in the management and direction of individually assigned business support programs. Develops management plans, procedures, and methodology. Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods and procedures. Identifies related challenges, proposes solutions, and affects management-approved changes and implementations. Defines, plans, develops, and implements controls and procedures for assigned programs. Prepares oral and written reports and presentations. Prepares graphs and charts to present clear, concise, and effective analytical results of evaluations and studies.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, and specialized experience, as defined below. Specialized experience: Your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. For the GS-14 level: Applicants must have one year of specialized experience equivalent to the GS-13 level, or its non-Federal equivalent that included experience 1) Leading and coaching a team to efficiently accomplish assigned tasks 2) Serve as technical authority to assess a program's effectiveness using a wide range of qualitative and quantitative methods 2) Ability to use analytical techniques to interpret and evaluate data 3) Plan, organize and direct resources to accomplish special projects 4) Prepare clear and concise written and oral presentations to explain complex and technical policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
