The Financial Administrative Specialist serves in the Beneficiary Travel Office Under the Veterans Transportation Program at the VA St. Louis Health Care System (VASTLHCS). The Financial Administrative Specialist is primarily responsible for a wide variety of administrative and financial functions related to the VTS located at the John Cochran Division.
Duties
The Financial Administrative Specialist supports the Veterans Transportation Program with beneficiary travel expenditures, financial analysis, audits, programmatic oversight, information management, financial feasibility studies, support in strategic planning efforts and contract services and agreements.
Major Duties include, but are not limited to:
Budget formulation, justification, execution monitoring and analysis, and assessment of support services
Performs a wide range of analytical, technical, and advisory functions related to the budgetary processes
Reviews and recommends allocation/reallocation of funds to best meet needs
Prepares, reviews, and presents a variety of reports related to status of funds, workload, and expenditures
Monitors short and long range program goals/expenditures against budget plan
Receives and certifies invoices for payment of transportation services
Researches and resolves vendor issues, payment history and rejects
Validates all modes of transportation
Produces and tracks various duty-related reports using software applications
Responsible for data entry of all current and outstanding bills
Other Duties as Assgned
Work Schedule: 7:30am-4:00pm, Monday-Friday
Telework: Ad-hoc - as determined by the agency policy.

DUTY STATION: The duty station is the Jefferson Barracks Division; however, the duty station may be changed to one or multiple associated VAMC locations within the metropolitan St. Louis, MO area based on the needs of the health care system.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education s described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducting or assisting with audits of financial program documentation; completing or assisting with the completion of budget projections for a large department and understanding the organization's accounting system; utilizing computer systems, especially spreadsheets and databases; oral and written communication to be used in budgetary presentations.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree in the field directly related to this position or an LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year of graduate education. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 to qualify.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required such as periods of standing and walking. In addition, some lifting and stretching is done when working with files, spreadsheets, supplies, etc.
