About the Position: Serves as Chief, Research and Engineering Division, Cold Regions Research and Engineering Laboratory (CRREL), U.S. Army Engineer Research and Development Center (ERDC). This position is being filled as a Supervisory Interdisciplinary DB 5 (GS 15), which may be filled under any of the listed Job Family Series. This is a Direct Hire Authority (DHA) solicitation to recruit and appoint qualified candidates to positions in the competitive service

Duties

Serves as Chief of Research and Engineering Division, which consists of five technical branches that span both the physical sciences and engineering disciplines. Approves multi-year and longer-range work plans developed by the subordinate supervisors and manages the overall work for achieving their goals and objectives. Makes decisions on non-routine, costly, or controversial training needs, and training requests related to employees of the unit. Executes current program requirements, obtains funding, and assures satisfaction of current customers, sponsoring officials and agencies. Hears and resolves grievances or employee complaints. Assures reasonable equity of performance standards and rating techniques developed by subordinates. Provides expertise in budget, financial management, business analysis and trend forecasting, implementing strategic plan and integrating laboratory's business, administrative and research functions.

You will be evaluated on the basis of your level of competency in the following areas: This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-5 (equivalent to GS-15). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume.
