This position is located in the USDAs Office of Chief Information Officer (OCIO), Cybersecurity and Privacy Operations Center (CPOC).
The Deputy Chief Information Security Officer for Operations (DCISO) is responsible for the USDA Security Operations Center to include investigating potential cyber incidents, triaging, and prioritizing detected incidents, coordinating incident response, identifying vulnerabilities, infrastructure management and security automation.
Duties
Investigate, analyze, and respond to cyber incidents within the network environment or enclave.
Coordinate and provide expert technical support to enterprise-wide cyber defense technicians to resolve cyber defense incidents.
Monitor external data sources (e.g., cyber defense vendor sites, Computer Emergency Response Teams, Security Focus) to maintain currency of cyber defense threat condition and determine which security issues may have an impact on the enterprise
Test, implement, deploy, maintain, and administer the infrastructure hardware and software.
Coordinate with Cyber Defense Analysts to manage and administer the updating of rules and signatures (e.g., intrusion detection/protection systems, antivirus, and content blacklists) for specialized cyber defense applications.
Perform system administration on specialized cyber defense applications and systems (e.g., antivirus, audit and remediation) or Virtual Private Network (VPN) devices, to include installation, configuration, maintenance, backup, and restoration.
Assist in identifying, prioritizing, and coordinating the protection of critical cyber defense infrastructure and key resources
Analyze and develop the integration, testing, operations, and maintenance of systems security.
Approve configuration management (change configuration/release management) processes.
Approve adequate access controls based on principles of least privilege and need-to-know.
Implement security measures to resolve vulnerabilities, mitigate risks, and recommend security changes to system or system components as needed.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience, as defined below.
IT Competencies:
Individuals must have IT-related experience demonstrating each of the four competencies listed below.

Specialized Experience:
At the GS-15: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is:.
Leading the investigation of cyber events and incidents;
Leading the triage and prioritization of detected incidents; and
Leading the coordination of incident response, identification of vulnerabilities, management of cyber infrastructure and automation of security tools and data.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no substitution of education at the GS-15 grade level.
