The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Headquarters United States Space Command (USSPACECOM), Command, Control, Communications, and Computer Systems (C4) & Cyber Directorate (J6).

Duties

Plans, organizes, and directs the activities of USSPACECOM/J6, ensuring that complex Information Technology (IT) and communications programs comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents USSPACECOM/J6 with a variety of installation and functional area organizations. Serves as USSPACECOM J6 Action Officer. Researches project issues, analyzes options, and recommends courses of action through reports, papers, briefings and correspondence.

  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to perform the duties of the position.
  • Must be able to obtain and maintain a Top Secret security Clearance.
  • Designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing.
  • May be subject to reasonable suspicion testing and safety mishap or accident testing.
  • Uncommon tour of duty hours include proficiency/rotating shifts, nights, weekends, and holidays on infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
  • May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime.
  • Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft.
  • Position may be recalled to duty.
  • Minimum certification and education needed to meet standards outlined in DoD 8140.03, Cyberspace Workforce Qualification and Management Program for cyber codes: Strategy, 801 Program Manager, 802 IT Project Manager and 752 Cyber Policy.
  • Failure to comply may result in removal from this position.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-13 (or equivalent in other pay systems) which includes experience with organizational structures, mission, and operation of DoD, Joint Staff and Combatant Command organizations to provide command level staff guidance for all functions within the branch; policies, procedures, and methodologies pertaining to military and civilian education and training programs as related to command level activities; conducting training needs surveys, analyzing data obtained; and determining immediate and long-range professional development needs of the organization; and directing the functions of the branch to meet program requirements and objectives within available resources; and to supervise branch staff. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to military and civilian education and training programs as related to command level activities. Ability to conduct training needs surveys, analyze the data obtained, and to determine the immediate and long- range professional development needs of a large organization. Ability to communicate clearly, concisely and with technical accuracy both orally and in writing. Knowledge of mission, roles, functions, organizational structures, and operation of DoD, Joint Staff and Combatant Command organizations to provide command level staff guidance for all functions within the branch including financial, budget, resource management, and human resources practices and principles. Ability to analyze, plan, organize, adjust work operations, and direct the functions of the branch to meet program requirements and objectives within available resources; and to supervise, mentor, motivate and appraise branch staff. Knowledge of cybersecurity principles. Knowledge of specific operational impacts of cybersecurity lapses. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
