Duties

Apply expertise to develop new concepts, methods, and technologies, formulate plans, and conduct research and experimentation in lidar technology. Discuss project goals, equipment requirements, or methodologies with colleagues or team members. Work with program lead and small teams to successfully design and execute research projects to meet technical goals. Prepare or deliver reports or presentations of geospatial project information; prepare scientific or technical reports or presentations; review professional literature to maintain professional knowledge. Implement use-cases for prototype technology. Apply lidar knowledge to 3D point cloud acquisition and processing from both traditional and photon-counting lidar. Conduct frequent engagements to external organizations to align research goals with community needs and capabilities gaps. Conduct research into the application or enhancement of lidar remote sensing technology. Participate in field work. Develop new analytical techniques or sensor systems. Develop automated routines to correct for the presence of image distorting artifacts. Attend meetings or seminars or read current literature to maintain knowledge; attend conferences or workshops to maintain professional knowledge. Programming using Python and/or MATLAB. Manages and coordinates with GRL leadership on program reporting, proposal development, and technical review.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret/SCI security clearance or access for the duration of employment.
  • This position is covered by the Civilian Drug Abuse Testing Program and is subject to pre-employment and random Drug Testing.
  • This position requires a Financial Disclosure Statement OGE Form 450.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DB-02 (GS-11). OR Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Data Scientist, Geographer, General Engineer, Physical Scientist, Mathematician, and/or Computer Scientist OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsPlanning and EvaluatingProject ManagementResearchTechnical Competence This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-XXXX-04 (equivalent to GS-12 to 14) level. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume.
