Duties

You will assist senior Equal Employment Opportunity (EEO) Specialists in all areas of the EEO program. You will assist senior advisors in providing case management services to customer activities responsive to the EEOC and Navy regulations. You will coordinate with Human Resources (HR) and Administrative Specialists in gathering information for case files and submittal to the DOD Civilian Personnel Management Service, Investigation and Resolution Directorate for investigation. You will coordinate with Human Resources (HR) and Administrative Specialists in gathering information for case files and submittal to the EEOC and Department of Navy Office of EEO for final adjudication. You will provide advice and guidance to management on sensitive, routine personnel issues relating to workplace disputes and/or EEO complaint processing during informal and formal stages. You will conduct training for diverse audiences on a variety of EEO topics to includes: discrimination, reasonable accommodation, prevention of sexual harassment (POSH), Alternative Dispute Resolution (ADR), the Model EEO Program, etc.

Requirements

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience with issues related to the Federal Equal Employment Opportunity (EEO) Program; fact-finding and analyzing data in relation to discrimination complaints and investigative processes or other related fields; identifying EEO or similar problems and recommending action plans to solve problems. (Note: Your resume must support your experience). For the GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience with issues related to the Federal Equal Employment Opportunity (EEO) Program; collecting and organizing facts and data and researching EEO regulations and policies in relation to discrimination complaints and investigative processes or other related fields. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Successfully completed Ph.D. or equivalent doctoral degree;

3 full years of progressively higher level graduate education leading to such a degree;

FOR GS-09: Successfully completed master's or equivalent graduate degree;

2 full years of progressively higher level graduate education leading to such a degree;
