About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), Installation Support Division (ISD).

Duties

Serve as the Chief of the ERDC Installation Support Division (ISD), with direct oversight of a large staff of engineers, craftsmen, skilled labor, and administrative personnel located at the Vicksburg, Champaign and Hanover campuses. Supervises security, logistics, public works, and emergency management branches and activities to support all ERDC locations. Provides administrative supervision to, and works closely with, the ERDC Logistics, Security, Safety and Environmental Management Office to assure compliance with all applicable State and Federal regulations that pertain to the ERDC installations. Plans, programs, and directs Installation Support for all ERDC geographical locations. Develops long-range programs involving the financing of operations, construction and renovation projects, budgeting, financial reporting, and internal controls. Reviews current status of facilities and infrastructure related programs. Responsible for major and minor construction, public works activities, operations, and develops design priorities for all maintenance, repair, and construction projects and ensures timely completions. Oversees the development of materials and supply support programs, energy conservation programs and supports fire protection programs, master plans, resource planning programs. Performs continuing review of all engineering and base activities and programs to ensure management objectives are being met and recommends changes in operations as appropriate. Provides senior management oversight to Research and Development shops, including welders, machinists, and model makers. Responsible for fleet and equipment management within all branches of ISD. Oversees procurement, operation, maintenance, and disposal. Prepares budgets and plans for life cycle replacement and new requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position may require a one year Supervisory probationary period unless the appointee has previously met the requirements described in 5 CFR Part 315.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DB-04 (GS-14).
