The incumbent serves as the Program Analyst (VERA Coordinator) in the Health Information Management Section (HIMS) of Patient Business Services (PBS) at the Cincinnati VA Medical Center. The primary purpose of this position is to monitor the Veterans Equitable Resource Allocation (VERA) program, providing guidance, recommendations, and monitoring in the implementation, management, and evaluation of VERA oversight programs, ensuring that the programs meet the required standards and/or criteria.

Duties

The Cincinnati VA Medical Center is a two-division campus located in Cincinnati, Ohio and Fort Thomas, Kentucky serving 15 counties in Southwest Ohio, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. Cincinnati VAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. Major Duties: The Program Analyst executes responsibilities through analysis, coordination, planning, administration, development, interpretation, delegation, and good judgment. Serves as a principal management advisor to the Medical Center Director for highly complex internal and external issues involving the VERA program. Also serve as a technical authority in interpreting and applying guidelines and formulating policies. The role assists with resolution of issues elevated to the Office of the Director, and as a senior specialist, works to educate and mentor others in health care administration. The duties and areas of responsibility include, but are not limited to: Regularly informs facility staff of program policy changes and developmental proposals, impacting Veterans that are accurately classified in the VERA program and maintain and an effective and productive relationship with medical center staff. Establish a facility-wide audit system that captures VERA data and provides the resulting information in a format that is useful to the facility management officials, especially clinical service chiefs, for evaluating resource utilization and VERA performance for the Medical Center. Works with various levels of staff to identify needs; and initiate, develop, and execute projects in support of VERA activities and review activities in the medical record coding system, in accordance with the actual service rendered for verification and accuracy purposes. Responsible for designing and the development of VERA reports and databases; translating statistics to reflect compensable data for management; and for providing an accessible link for awareness purposes to wide variety of staff. Coordinates and disseminates data, special projects, and other information pertaining to relevant program responsibilities with medical center staff for review and/or action. Conducts reviews of Department/Service Lines as requested; to evaluate clinical services and medical documentation to determine the status and impact on the VERA program and provides written reports on findings along with recommendations for improving program activities. Advises the Medical Center Director, Associate Director, Chief of Staff, and HIMS Chief on financial data, statistical sampling, and data management. Responsible for providing a flexible program, focused on assisting customers and providing improvement recommendation within the Medical Center in an effort to effectively implement and execute a cohesive VERA Model. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing advice, interpretation, assistance, consultation, and information to managers, supervisors, and employees on policies and programs related to VERA program. Interpreting and applying laws, policies, manuals, regulations and other pertinent guidelines relating to VERA program Conducting discussions, interviews, meetings, training sessions, etc. in such a manner as to obtain or provide pertinent information to accomplish objectives and goals. Communicating both orally and in writing with a wide variety of people from diverse backgrounds. This includes providing verbal explanations of laws, regulations, and policies Planning and developing methods to improve the effectiveness with which programs are administered, or develops new approaches to program evaluation, which serve as precedents for others. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The physical demands are minimal requiring only moderate amounts of walking, standing, bending, or stooping.
