The Department of Technology Services (DTS) provides an array of enterprise services to the Judiciary, both for national Judiciary systems managed by the Administrative Office (AO) as well as local court-managed systems across the country. The Chief Operating Officer (COO) provides technical and operational oversight to the AO Technology Office, the Cloud Hosting and Networks Office, the Enterprise Operations Center, and the Systems Development and Support Office.

Duties

The incumbent serves as the Chief, Administrative Office Technology Office (AOTO) with the AO-DTS and performs many and varying assignment under the direction of the Associate Director of DTS and the Chief Operating Officer. AOTO has 30 federal staff and 97 contractors. The incumbent is responsible for providing secure IT solutions and support services to the AO end user community of approximately 2,200 users; and supports court IT managers in the implementation of endpoint security tool solutions. The incumbent must have a proven record of successfully leading IT services management, infrastructure operation and support, services delivery, and cyber security program. The incumbent is also responsible for providing leadership, supervision, and direction to IT professional staff involved in the Office's operations across three AO locations at Washington DC, San Antonio TX, and Charleston SC. Duties of the position include, but are not limited to: Exercising executive leadership, direction, coordination, and control over the AOTO IT programs, financial management, budget, services, and resources necessary to support the mission and operations. Developing, enhancing, and managing customer-focused initiatives to improve local and national program and IT practices while ensuring service quality and support business and customer needs. Promoting the effective and efficient IT Service Management Program and implement new enterprise IT services. Overseeing recruiting, developing, and retaining highly qualified staff throughout AOTO and empower them to succeed. Ensuring the organizational commitment and the actions required to effectively manage security risk and protect the missions and business functions being carried out by AOTO. Working closely with AO leadership to ensure an AOTO-wide security program is effectively implemented resulting in adequate security for all AOTO systems and AOTO environments of operation. Serving as the focal point and liaison with AO program offices and court communities' stakeholders.

Qualifications

Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-15/JSP-15/CL 31 level which is in or directly related to the line of work of this position. Specialized experience for this position is defined as follows: Demonstrated experience establishing and executing strategic plans and roadmaps, ensuring compliance with necessary mandates, and establishing organizational understanding and buy-in. Demonstrated experience in ensuring targeted service and performance standards are achieved or exceeded. Demonstrated knowledge of IT infrastructure domains including data centers, networks, server utilization, virtual environments, storage, service desk, workstations, and mobile devices. Demonstrated interpersonal skills including mentoring, coaching, presentation skills, and the ability to interact with colleagues at all technical levels. Additional Assessment: Applicants who meet the specialized experience requirements also will be assessed on the following Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs). Mandatory Technical Qualifications: The MTQs listed below should be evident in your resume. A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below. Extensive management experience in planning, leading, and directing a broad range of operational programs and functions. Senior level management experience and skill in enabling the effective delivery of an organization's mission while adhering to the laws and regulations governing administrative programs, internal operations, and services. This experience must reflect a record of successful customer communication, outreach and collaboration, accountability and continuous program improvement of internal business processes and systems. Executive level ability to plan, manage, and execute management and administration functions for a large organization or enterprise (e.g., of national scope and complexity). Expert level experience in overseeing operational budgets and financial management functions for large, complex organization including management controls related to financial stewardship responsibilities. Executive Core Qualifications (ECQs): Applicants currently serving in an AOES position or under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ). A narrative response as part of the application package for each of the following ECQs is MANDATORY for all other applicants. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Building Coalitions / Communication: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
