You will serve as an ARCTIC OPERATIONS SPECIALIST in the WARFIGHTING DEVELOPMENT CENTER DETACHMENT ARCTIC SUBMARINE LABORATORY of UNDERSEA WARFIGHTING DEV CTR DET SAN DIEGO.

Duties

You will serve as the embarked Arctic Operations Specialist (AOS) and technical Director for major submarine ice exercise (ICEX) in direct support of Arctic deployments by submarine force. You will draft submarine operational orders (OPORD). You will prepare and present briefings on the Submarine Arctic Warfare Program for senior military and civilian officials. You will provide communication support for the assigned submarine operational authority (SUBOPAUTH), ensure broadcast coverage, message support, and specialized products are loaded. You will provide training in operation of platform sensors and submarine systems, ensuring safe conduct of operating and testing in the Arctic and cold-water regions. You will supervise the Range Safety Officers (RSOs) in the operation of the tracking range, ensuring safe conduct of submarine operations and testing. Incumbent will be embarking in any U.S. Navy vessel afloat and away from shore for periods of time greater than 24 hours.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Position requires the incumbent to regularly deploy on submarines and subject to mandatory annual physical examinations per COMUSFLTFORCOM/COMPACFLT INSTRUCTION 6320.38. A pre-employment physical examination is required.
  • Males born after 12-31-59 must be registered for Selective Service.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: *Experience providing highly reliable source of information on all aspects of submarine operations. *Experience serving as principle advisor to the ship's Commanding Officer for all matters related to but not limited to under-ice navigation, ship handling, operational safety, environmental monitoring and data collection, and actual performance of the scheduled scientific/technical tests and experiments. *Experience in all areas of submarine ship handling, ship control systems, sonar, navigation, piloting, mooring, combat systems, communications and ship's characteristics. *Experience managing and providing technical direction and advice to a wide variety of technically different projects. *Experience in submarine test and evaluation of systems designed for fleet application. *Experience working with submarine systems, technology, underwater acoustic and employment of sensors. *Experience understanding submarine operating procedures and environmental properties. Experience performing supervisory duties.
