The incumbent maintains comprehensive knowledge of all GEC programs and performs technical, administrative, and professional work involving managing, administering, operating, and conducting support services necessary for the operation of the service. The incumbent functions independently with minimal supervision.

Duties

Duties for the Program Analyst GS-9 position include, but are not limited to the following: Interprets VA Central Office directives and guidelines concerning clinical operations and ensures local compliance. The incumbent represents the service on committees at the service and facility level for systems redesign, data capture and VHA performance measures and monitors. Develops and implements procedures to ensure successful data capture critical to service such as budget, patient outcomes, and Veterans Equitable Reimbursement Allocation (VERA) data. Incumbent independently develops, determines, and conducts the most appropriate method for data collection based on knowledge of the service's mission, vision, and goals to include specific project's outcomes. Through quantitative and qualitative analysis, is responsible for ensuring accuracy, completeness and integration of monthly patient data from a variety of service specific computer information systems; e.g., Clinic Utilization Data Reports, Veterans Equitable Resource Allocations (VERA) monitoring, reporting, and tracking for HBPC, Home Based Primary Care (HBPC) Vista package, the Home and Community Based Care (HCBC) Report Card, Performance Measures, Access Database and billing information/notes from all Home and Community Services skilled home health agencies and for Homemaker/Home Health Aide (H/HHA) non-medical agencies. Request new clinics, cancellations, modifications, and deactivations. Review all GEC clinic/Encounter/Consult data and take appropriate action to correct. Completes weekly consult cleanup, responds to daily VISN priority alerts, and participates in facility consult management stand downs. Collaborates with facility Clinical Program Manager. The incumbent conducts program audits, makes recommendations, and implements those recommendations as approved by the ACOS/GEC. Incumbent provides advisory services to managers regarding cost-effective data capture tools and methods and designs and implements programmatic changes as appropriate to improve efficiency and effectiveness. Plans, coordinates, controls, and directs program improvement functions utilizing lean healthcare principles and the VA-TAMMCS performance improvement model. The incumbent presents findings and recommendations to the ACOS/GEC and implements improvements. Reports effectiveness of various implemented patient care programs within the service and to the facility System Redesign Committee. In the absence of the AO/GEC the incumbent represents and speaks for the service in all matters affecting the service programs that do not require professional medical expertise. Incumbent serves as the subject matter expert for CPRS template design, development, and implementation which aligns with VACO, VISN, and facility objectives. Incumbent analyzes, monitors, and trends clinic utilization and provides weekly reports to the ACOS/GEC, AO, and ACN for use in decision and workflow support. The incumbent must be aware of a variety of guidelines and directives utilizing and applying budget analysis, cost analysis, workload analysis and application to the operation of the service. The guidelines are often general, and the incumbent must use interpretation and adaptation to apply them to the wide variety of situations and problems encountered impacting service programs and operations. Incumbent studies, analyzes, and develops ways to improve the accuracy, adequacy, timeliness, and validity of data and systems for disseminating information about the agency's programs and work force to managers in many organizational levels and/or geographic locations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing data collection for the purpose developing reports applying administrative functions such as use of complex software formats, i.e. graphics or tables within text, to edit and reformat electronic drafts, and to update or revise existing databases or spreadsheets; working with a variety of computer systems for database creation and manipulation and proven project management; analyzing and solving administrative problems; adapting analytical techniques and evaluation criteria to determine program effectiveness. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent degree of two full years of progressively higher-level graduate education leading to such a degree. Course work must be related and clearly provides applicants with the background of knowledge and skills necessary for successful job performance (Transcripts must be provided). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year (18 semester hours) of graduate level education may be combined with specialized experience to qualify for this position at grades GS-9. Such education must demonstrate the knowledge, skills, and abilities necessary for the position. Completed course work must be related and clearly provides applicants with the background of knowledge and skills necessary for successful job performance. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
