Duties

Assist the Division Chief, Deputy Division Chief, Branch Chief(s) and Program Lead/Budget Specialist in the formulation, completion, and preparation of regular and special budget reports for the Directorate, Division, or Branch. Analyze budget projections assessing validity of assumptions and consistency of estimates. May assist with planning, coordinating and developing budget proposals. Develop life cycle cost analyses of projects or performs cost benefit or economic evaluations of current or projected programs. Conduct detailed analyses and advises on the organization, methods, and procedures for providing administrative support pertaining to matters such as records, communications, directives, forms, files, and documentation. Work with higher graded analysts to complete portions of the studies, or to provide assistance in organizational analysis and review, position management and control, and/or productivity improvement. Initiate, process and assist Division personnel on a wide variety of automated systems such as travel management and administration, training logistics and monitoring, SharePoint data entry, and reporting in the various program databases. Analyze management information requirements and then initiates, processes and assists Division personnel time and attendance reporting, and procurement systems. Review audits and investigative reports, when necessary, to determine appropriate changes or corrective action required. Work with the assigned manager to maintain the calendar of special projects and events to insure that Directorate assignments and appointments meet all deadlines.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience performing a variety of administrative duties to include: human resources functions, travel preparation, etc., in support of a program or department. Experience performing analytical and administrative work for the budgetary process including statistical data analysis and compilation in order to perform assignments related to budget formulation, execution, funding, expenditures and obligations. Experience identifying and analyzing problems, making appropriate recommendations, and implementing improvements. Experience with computer function analysis and operations and developing and presenting reports. -OR- Education: have completed a master`s or equivalent graduate degree. or have 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. I will provide a copy of my college transcript(s). - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
