About the Position: Serves as the Senior Program Analyst for Planning, Programs, and Project Management (P3MD) Division with responsibility for establishing, planning, performing, and leading program analysis functional activities; responsible for activities to include: supporting the formulation and submittal of annual program budgets; preparation and execution of financial actions; financial guidance and staff support to senior leaders in P3MD.
Duties
Serves as a primary advisor to the Chief, Planning, Programs, and Project Management Division (P3MD), Branch Chiefs, Program Managers, and other District elements in the long-range planning of programs and objectives.
Conducts continuous analysis and evaluation of ongoing program matters to measure program effectiveness and efficiency.
Reviews submittals and funding requests for the various programs for compliance with rules, regulations, and procedures prescribed by USACE and higher echelons within the Department of Defense and other government agencies.
Analyzes and monitors progress and the use and rate of expenditure of appropriations through continuing dialog with program officials and their staff, review of written documents, and examination of accounting records.
Develops and formulates the Planning, Programs, and Project Management Division (P3MD) operating budget and monitors the execution of the current budget year.
Analyzes financial performance and makes recommendations to management to ensure compliance with established execution metrics.
Participates in budget meetings, including workload to workforce analyses.
Conducts studies on problem areas to improve efficiency and promote economy in the management of resources and assets.

Specialized Experience: One year of specialized experience which includes applying analytical and evaluative methods conducting in-depth analysis of program and project performance; formulating, presenting and executing such a program; analyzing long- and short-range programs determining funding; utilizing financial management systems and researching historical financial information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
