As a IT Specialist (Lead - Communication Applications) at the GS-2210-14, you will be part of Office of Info Technology, Equal Employment Opportunity Commission. If selected, you will be responsible for responsible for directing, planning, and managing IT resources to increase the efficiency and effectiveness of EEOC agency-wide IT processes.
Duties
Lead teams of interdisciplinary IT staff to manage, plan, design, develop, implement, and monitor communications services and associated software.
Perform systems analysis and evaluation to assure technical compatibility of proposed new services and associated equipment with existing systems to maintain a secure and cohesive infrastructure.
Serve as a senior expert and consultant to top management officials to provide advice on integrating systems with mission and support work processes.
Communicate and collaborate with cross-functional teams (Project Managers, Requirements Leads, Developers, Operations, Architects, Security Officers) to design effective test strategies and create and maintain test frameworks.
Design, develop, and lead/execute functional, stress, and performance test plans to validate requirements and identify problems and their causes.
Serve as a Contracting Officer's Representative for communication services in the areas of developing market research, procurement documents, plan budgets for ongoing operations/maintenance and upgrades.

Qualifications
For the GS-14: You must have one year of specialized experience equivalent to the GS-13 level in federal service. Specialized experience includes experience managing cloud-based applications in the Microsoft M365 Teams environment, including user accounts, licensing; planning for acquisition and implementation; troubleshooting of secure applications in creating and administering orders and service contracts for the applications and services recommended and implemented.
In addition to meeting specialized experience requirements, you must have the following IT-related experience demonstrating these competencies:

Handles technical, sensitive or controversial topics with agility, involving executives/managers as appropriate.
Problem Solving -Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes sound recommendations.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS- 14 level.
