This position is located in a Consolidated Patient Account Center (CPAC) with the incumbent serving as a Database Manager. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions, and the integration of VHA and industry best practices.
Duties
Monitors claims transmission from CPAC to payers.
Controls, reviews and evaluates system error reports from payers, and other sources.
Maintains a log of error reports, sources, corrective action taken and time lines.
Establishes deadlines for error correction.
Ensures that all patches are implemented in accordance with established policies, procedures, and deadlines.
Creates and maintains database files needed to monitor and report on wide range of system related activities.
Prepares correspondence, reports, memorandum or other written products concerning a wide range of issues surrounding billing and/or collection activities.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Mon-Fri 8am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

FOR THE GS-07:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the range of laws, policies, regulations, and precedents applicable to the administration of one or more important public programs related to health care financial management; ICD-9, CPT, HCPCS (Health Care Financing Common Procedural Coding System); healthcare billing such as Medicare, TRICARE, and CHAMPVA guidelines, sharing Agreements, Worker's Compensation, appropriate Public Laws, rules and regulations; diseases and procedures using IC0-9, CPT and HCPCS coding systems in order to ascertain that claims are submitted for the corresponding service, procedure, equipment and/or medication; accounts receivable management; billing; health information management; patient access; compliance; insurance; financial reporting, etc.; written communication skills to prepare a wide variety of written products such as correspondence, financial reports, memoranda, etc.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a 1 full year of graduate level education or superior academic achievement.
FOR THE GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge and experience in the range of laws, policies, regulations, and precedents applicable to the administration of one or more important public programs related to health care financial management; ICD-9, CPT, HCPCS (Health Care Financing Common Procedural Coding System); framework of regulatory material regarding healthcare billing such as Medicare, TRICARE, and CHAMPVA guidelines, sharing Agreements, Worker's Compensation, appropriate Public Laws, rules and regulations; diseases and procedures using IC0-9, CPT and HCPCS coding systems in order to ascertain that claims are submitted for the corresponding service, procedure, equipment and/or medication; accounts receivable management; billing; health information management; patient access; compliance; insurance; financial reporting, etc.; written communication skills to preparing products such as correspondence, financial reports, memoranda, etc.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education. Combination of successfully completed graduate education and specialized experience directly related to the work of the Financial Administrative Specialist position, may be substituted to meet the experience requirements for GS-09 position. For example, an applicant with 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-09) would qualify for a GS-09 position.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
