THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a FINANCIAL MANAGEMENT ANALYST- Title 5, Position Description Number T5635P01/T5634P01 and is part of theWI 115 FW, Wisconsin National Guard.
Duties
GS/07 DUTIES:
Performs developmental assignments of moderate difficulty where work procedures are established and a number of specific guidelines exist.
Performs recurring assignments. Independently performs recurring assignments of limited, but gradually increasing, difficulty and complexity.
Participates in special initiatives, studies, and projects.
Prepares written correspondence and other documentation.
GS/09 DUTIES:
Processes data and performs broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems.
Analyzes and accurately processes financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques.
Analyzes and measures the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensures that internal controls are in place.
Aggregates data from multiple financial systems and sources in order to directly or indirectly provide the Comptroller with accurate and timely financial reporting. Ensures the proper documentation, accounting, and auditability of funds, and their traceability to the USPFO in accordance with Department of Defense (DoD) regulations and/or applicable laws.
Executes full spectrum pay and entitlement operations (Military Pay, Civilian Pay, Accounting, and Travel Pay).

Qualifications
GENERAL EXPERIENCE: In addition to OPM general experience, evaluate applicant's knowledge, skills, and abilities for:
- Skill in collecting and analyzing data effectively, efficiently, and accurately;
- Skill in applying procedures and directives by reading and interpreting program material;
- Skill in presenting formal training presentations and briefings;
- Ability to prepare reports and presentation formats.
SPECIALIZED EXPERIENCE GS-07: Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in Federal Service that equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Experiences and training that demonstrate capabilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Knowledge of Generally Accepting Accounting Principles, methods, procedures and techniques. Experience validating transactions. Candidate is able to analyze particular facts of fiscal transactions, interpret data and pertinent fiscal laws, and regulations. Experience using computer systems. You will be evaluated on the following Competencies for this position: accounting, financial systems, managing and organizing information. At least 2 years of FM experience preferred. Certificates in the follow desired but not required for the position: Certified Public Accountant, Certified Internal Auditor or Certified Government Financial Manager
SPECIALIZED EXPERIENCE GS-09: Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in Federal Service that equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes but is not limited to: Knowledge of Generally Accepted Accounting Principles, methods, procedures and techniques. Financial and Federal accounting standards, cost accounting standards, managerial accounting, and financial analysis. Experience validating transactions. Experience analyzing particular facts of fiscal transaction problems/issues; verify, evaluate, and interpret data; obtain additional information and interpret pertinent fiscal laws, regulation and precedent decisions, Experience using various accounting system software package applications and computer systems You will be evaluated on the following Competencies for this position: accounting, financial systems, managing and organizing information. At least 2 years of FM experience preferred. Certificates in the follow desired but not required for the position: Certified Public Accountant, Certified Internal Auditor or Certified Government Financial Manager
Education
Substitution of Education for GS/07 Specialized Experience. Completed 1 full year of graduate level education or superior academic achievement should be in one of -or- be a combination of the following disciplines: Accounting, Business Administration, Business Management or Finance
Substitution of Education for GS/09 Specialized Experience. Completed master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, Business Administration, Business Management or Finance
