Duties

This Executive Assistant position is located in Operations Support (OS), Front Office (FO), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Serves as an as an Executive Assistant for the Executive Assistant Administrator (EAA) and Deputy Executive Assistant Administrator (DEAA), assigning projects, tracking project completion, scheduling decision meetings and other key appointments, and coordinating executive-level travel arrangements. Plans, coordinates and schedules high-level meetings and conferences; receiving and directing incoming phone calls, inquiries, and visitors; and controlling correspondence information and documents that flow through the office while ensuring timely handling of sensitive materials. Receives and disseminates information to executives and senior staff from across Transportation Security Administration (TSA), Department of Homeland Security (DHS) , and at the Interagency (Operations Support Community) level, critical to the mission, function, vetting, program management, risk-based security, information technology issues and decisions. Provides advice and guidance to more junior specialists, professionals, managers, employees, and external representatives to resolve problems not always susceptible to treatment by standard methods. Identifies and proposes solutions to complex problems where previous studies and established techniques require modification and adaptation. Independently reviews policies and precedents in order to make recommendations for applying them to sensitive or controversial cases or problems. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Providing a wide range of administrative services to senior officials at the highest levels of an agency/organization (e.g. assisting with the planning/coordination of executive level meetings and conferences, managing an active calendar of appointments, coordinating multiple projects and serving as liaison to external constituents); and Preparing complex and detailed travel plans, itineraries, agendas and reports (e.g. expense reports). To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Such specialized experience is defined as: Working on behalf of a senior official at the highest levels of an organization to provide guidance and oversight on a wide range of administrative services (e.g. projects, inquiries, on-the-spot priority decisions and general follow-up with other senior executives and staff); and Planning and coordinating executive level meetings and conferences (e.g. making all necessary arrangements, researching and preparing meeting materials, organizing schedules of multiple participants, taking minutes, and following up on action items, managing an active calendar of appointments, coordinating multiple projects, and serving as liaison to external constituents); and Preparing complex and detailed travel plans, itineraries, agendas and reports (for example, expense reports). Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
