This position is in the Department of Veterans Affairs, Veterans Benefits Administration (VBA) Education Service which has department-wide responsibility for activities relating to administering VA educational assistance programs to Veterans, Servicemembers, National Guard and Reserve members, and eligible dependents for their military service to the Nation. This incumbent provides administrative, technical and analytical support to the Assistant Directors of Program Management and Operations.

Duties

Specific duties include: Promotes awareness of VA education benefits not only for Veterans' eligible dependents, and Selected Reserve- national Guard personnel, but also for eligible active-duty service members. Maintains effective relationships with key stakeholder: regional office staff, VA officials, congressional members and their staffs, federal agencies, partner organizations, community groups, the media and/or members of the public. Develops strategies, plans and implements programs, and monitors program performance. Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information to the supervisor. Administers a national stakeholder engagement campaign for education benefits and services provided to active-duty service members, selective reservists, Veterans, and their dependents. Develops stakeholder engagement strategies and implementation plans to promote organizational mission goals and objectives and address legislative stakeholder requirements. Collects data and generate reports about the program's usage; advise and support the Education Liaison Representatives and State Approving Agencies personnel; advertise school participation in the program and plan short- and long-term work assignments on a recurring basis. Formulates and recommends plans, policies, directives, guidelines, and/ or procedures necessary to effectively administer the program. Evaluates the impact and effectiveness of strategies related to administering the program. Performs program management activities and manages stakeholder projects that impact central office and the field operations. Formulates and recommends plans, policies, directives, guidelines, and/or procedures necessary to effectively administer the stakeholder engagement program. Evaluates impact and effectiveness of Stakeholder strategies. Provides advice and recommendations to program management to improve stakeholder program effectiveness. Advice includes expansion and/or discontinuation of current services, refinement of target audiences, and introduction of new materials and/or media. Conducts workshops/ seminars, prepares presentation materials, and provides informational material to key organizations and stakeholders. Works in close corporation with other elements of the Veterans Benefits Administration and throughout the Department of Veteran Affairs in the implementation of program strategies to Veterans and their dependents. Assists with the work of the team where each member contributes a portion of the analyses, facts, information, proposed actions, or recommendations; and/or ensures consistency of interpretation, judgment, logic, and application of policies. Organize and coordinate all program activities with key personnel and oversees all arrangements. Analyzes the impact of legislative developments, administrative and judicial decisions, opinions, determinations, and rulings. Conducts research for preparation of business program opinions on legislative issues that affect the activities of the program. Promotes activities aimed at improving customer access to benefits and services and increasing customer satisfaction. Prepares recommendations to management on potential strategies to enhance customer access such as expanded web services, customer relationship management, and integrated information campaigns. Assists in developing stakeholder engagement initiatives to inform Veterans, Service members and dependents of benefits available to them. Develops stakeholder pamphlets and web content. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11/12/13. This position will be located at an Education Regional Processing Office (RPO) duty station in either Buffalo, NY, or Muskogee, OK. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/30/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience: One year of specialized experience equivalent to at least the GS-9 grade level. Specialized experience is defined as assisted in benefit delivery management activities; Establish and maintain working relationships with internal and external stakeholders to provide comprehensive management advisory services and foster productive outcomes; Plan, coordinate, and execute virtual, hybrid, and in-person events, conferences, briefings, presentations, official and/or social functions, Subject Matter expert in claims processing and/or quality review processes. Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Transcripts (official or unofficial) must be submitted when using any part of education to qualify. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. GS-12 Grade Level: Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level or equivalent pay system in the Federal Service which includes experience in the following areas: Experience coordinating sponsorships, contracts, and procurement for events; Develop and/or coordinate special programs, events, ceremonies with stakeholder engagement and/or media coverage, often under tight deadlines; Interacting with veterans, veteran service organizations, congressional partners, institutions of higher learning, and other external stakeholders, such as federal and state government agencies to receive, refer, respond, view, inquire, or otherwise address veteran issues. Subject Matter expert in claims processing and/or quality review processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Education Substitution: No educational substitute at the GS-12 grade level. GS-13 Grade Level: Specialized Experience: One year of specialized experience which includes analyzing planning documents to assist in the formulation of positions concerning delivery of Education Benefits; develops recommendations for changes to guidance and procedures; utilizes analytical methods to evaluate issues; and produces and presents briefing materials for senior leadership. Directly managing day-to-day stakeholder service support operations including providing leadership, planning, prioritizing employee workload, and evaluating effectiveness of handling and collection of highly sensitive, complex, and controversial veteran complaint or stakeholder support issues. Knowledge of protocol matters to include, corporate leaders sufficient to plan and coordinate social functions and/or events to ensure appropriateness of all elements of outreach planned functions considering the status and cultural. Analytical skills to gather feedback to identify strategic engagement opportunities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Education Substitution: No educational substitute at the GS-13 grade level.
