You will serve as a Nuclear Engineer in the Dry Dock 1 Refueling Facilities Branch, Nuclear Refueling Engineering Division, Nuclear Engineering and Planning Department, Portsmouth Naval Shipyard, Kittery, Maine.

Duties

You will assist with radiological and NAVSEA technical manual requirements and provide mechanical, structural, and electrical services to support refueling equipment to ensure quality and safety during the defueling of nuclear-powered submarines. You will assist with preparation of technical work documents such as job summaries, task group instructions, minor maintenance records, and nuclear standing instructions. You will assist with review of engineering work to ensure specifications and requirements for defueling equipment and support systems are met. You will assist with performance of advanced technical planning functions in order to prepare the shipyard for shipboard reactor plant work.

Qualifications

SPECIALIZED EXPERIENCE: In addition to the Basic Requirements, in order to qualify for the GS-07 position your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-05 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: Experience with nuclear engineering principles and practices. Experience interpreting drawings, diagrams, specifications and other technical publications. Experience assisting with designing and maintaining equipment and shipboard systems. Experience assisting with planning, preparing engineering work instructions, and reviewing engineering work performed by shipyard mechanics. SUBSTITUTION OF EDUCATION FOR EXPERIENCE FOR GS-07:Applicants may substitute the following directly-related education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: 1 (one) year of directly-related graduate-level education or Superior Academic Achievement (S.A.A.) in undergraduate degree. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. QUALIFICATIONS:

BASIC REQUIREMENTS: All applicants must meet the basic education requirements below, which are fully qualifying for the GS-05 level. Applicants who wish to qualify for positions at higher grade levels (GS-07) must meet additional requirements under Specialized Experience. TRANSCRIPTS MUST BE SUBMITTED WITH YOUR APPLICATION TO THIS POSITION.

All applicants must meet the basic requirements in A. or B. below in order to qualify for this position.

A. Successful completion of a Bachelor's degree or higher in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above).

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
