The primary purpose of this position is: To serve as a supervisor, providing planning, directing, organizing, and exercising control over supervisory and nonsupervisory employees assigned to HQ USAF/A2/6OR.
Duties
Plans, organizes, and directs the activities of Resources Division, ensuring that HQ USAF A2/6OR complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities for AF/A2/6OR, Resources Divisions.
Represents AF/A2/6OR, Resources Divisions with a variety of installation and functional area organizations and maintains a close working relationship with HQ USAF directorates, USAF MAJOCMs, Intelligence Community (IC), other service counterparts, and DoD offices to integrate ISR/CEO program resources and policy actions.
Oversees USAF intelligence program budget activities with congressional intelligence committee and various media forums.
Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency.

- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed

This is a GG-15 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-15 duties for the "Supervision Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include comprehensive knowledge and proven experience in dealing with DoD and Defense Intelligence Enterprise organizations, policies, legislation, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to diverse situations and varying degrees of management control. Extensive knowledge and proven experience working various elements of the DoD Planning, Programming, Budget and Execution (PPBE) process. Expert level knowledge on a wide range of qualitative and/or quantitative methods/tools to assess how to improve the management, acquisition, planning, programming, budgeting and execution of DoD and IC programs. Expert knowledge and application of the DoD requirements process (aka JCIDS). Expert oral communication skills and extensive experience with managing, planning, organizing, and directing the functions and staff of a small to medium sized organization.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the planning, programming, budgeting regulations, guidelines, and procedures. Incumbent is the leading authority on ISR resources and possesses a comprehensive knowledge of the DoD, IC, and Air Force Corporate Planning, Programming, and Budget Execution (PPBE).
2. Knowledge of functional plans, policies, programs, and systems engaged in the collection, analysis, processing, dissemination, and production off ISR/CEO.
3. Knowledge, experience and understanding of the Military Intelligence Program (MIP), National Intelligence Program (NIP), Cyber Effects Operations (CEO) and DoD Battlespace Awareness (BA) Function Area Programs.
4. A high degree of skill in analyzing and comparing cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to the senior levels of the Air Force, DoD, and the Intelligence community.
5. Knowledge of Joint and combined operational doctrine; DoD organization relationships at all levels; congressional, GAO, OMB, and AF/IG reviews, audits, and investigation procedures.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization
7. Ability to communicate effectively, both orally and in writing using tact and diplomacy. Oral and written expression must be at the highest quality to clearly and accurately represent Air Force requirements, plans, and programs. A thorough understanding of DoD procedures concerning public health, safety, EEO, and security issues.
8. Knowledge of security practices for ensuring the safeguarding of classified information.
