This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Provides support to the Deputy Assistant Secretary for Plans, Programs and Resources Internal Control Program Evaluator (ICE).
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
Duties
Assists with the development of guidance and templates to streamline the Annual Assurance Statement of Assurance for the ASA (ALT)’s signature.
Reviews updated Army Regulations and determines requirements for internal control checklists and advises functional directorates as to depth needed to complete internal control checklists.
Identifies and maintains supporting documentation requirements and evidential matter and establishes and updates Standard Operating Procedures (SOP) for each major accounting event.
Applies established management principles, techniques, and methodologies to assist with statement of budgetary resources to ensure the PEOs are compliant with audit readiness mandates to include timely and accurate responses to external auditors.
Conducts training, as needed, to improve the audit readiness process at all levels of the organization.

- Temporary Duty (TDY) travel may be required up to 25% of the time.
- A one-year probationary period may be required.
- Must be able to obtain and maintain a Secret clearance.

To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
Specialized Experience: One year of specialized experience equivalent to the NH-02 or GS-11 level in the Federal service which includes: 1) Serving as the liaison for all financial statement auditor requests to ASA(ALT) and facilitates complete, accurate and timely responses; 2) Developing business process maps and narratives for existing processes identifying that all necessary key internal controls are in place and/or presents corrective action/milestone plans to eliminate identified control gaps/deficiencies; 3) Efficiently analyzing business processes to identify and evaluate key controls and recommending improvements; and 4) Communicating clearly and effectively at all levels, through different mediums (in-person, email, VTC, etc.).
