This position is in Region 10, Superfund and Management Division, Remedial Cleanup Branch. About Region 10: https://www.epa.gov/aboutepa/epa-region-10-pacific-northwest  This is an office-centered position*--you must physically report to the duty station stated in this announcement on a regular basis.*Work-from-home flexibilities may be authorized as described in the Benefits section.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as assisting senior staff with contract, grant, cooperative agreement and/or interagency agreement activities (initiation, administration and/or close out); communicating established policy and procedural guidelines for staff, state, local, and/or tribal agencies.- OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position- OR an equivalent combination of education and experience. To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as administering contracts, grants, cooperatives agreements and/or interagency agreements; assisting project managers on ad hoc teams dealing with competing demands and priorities; communicating established policy and procedural guidelines for staff, state, local, and/or tribal agencies. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of applicable federal environmental statutes and regulations. Knowledge of environmental statutes, regulatory requirements, program goals and objectives of all environmental programs. Knowledge of federal grants, cooperative agreements, and interagency agreements regulations, policies and procedures, sufficient to manage a variety of complex and difficult grants andcooperative agreements. Skill in interpreting federal grants and cooperative agreement regulations and guidelines sufficient to provide technical guidance to internal and program staff and external stakeholders. Ability to serve as a liaison between the program office and the contracts office and manage interactions with the technical CORs. Knowledge of Regional contracts in order to ensure full and effective utilization of each contractor’s expertise. Knowledge of the organization's structure in order to better understand the decision making processes and procedures, national environmental policies, and facilitate issue resolution. Ability to review and recommend approval of statements of work, work plans, cost estimates, monthly financial and progress reports, and proposed contract modifications. Ability to communicate effectively. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
