The USDA's Foreign Agricultural Service (FAS) links U. S. agriculture to the world, improves foreign market access for U. S. food and agricultural products, builds new markets, improves the competitive position of U.S. agriculture in the global marketplace, and provides food aid and technical assistance to foreign countries. This position performs a wide range of important and complex assignments related to IT portfolio and performance management, budget management, and contracts management.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Understands and correctly applies acquisition regulations and policies to all phases of the acquisition process. Implements contract administration guidance and performs duties with integrity. Manages information technology project budgets and schedules. Assists with the development and revisions of the agency’s policies, procedures and guidance used in directing the pre-select, select, monitoring, and evaluate phase for all Agency IT projects. Strengthens and leverages relationships with stakeholders to build coalitions that foster project success. Serves as project leader for information technology projects and initiatives. Performs liaison duties with users to understand business requirements, develops and presents alternate proposals for problem solution both orally and verbally. Provides input to the IT capital planning process and recommends priorities for capital planning and investment control programs and budget plans.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates experience: Aid in establishing metrics and/or associated performance measurement tools for the evaluation of program effectiveness; Apply a range of quantitative and qualitative evaluation methods related to policy, planning concepts and/or practices; Support project management methods to establish priorities for Information Technology investments; and Experience with federal acquisition regulations and policies for Information Technology projects. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
