The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.
Duties
The duties described reflect the full performance level of this position.
This position will be serve as the DTIC expert on collaboration technologies. Collaboration technologies are defined at DTIC as 'Facebook' like and wiki type tools and services.
Advises DTIC's Program Manager for Collaboration and planning strategies supporting upgrade of current technologies or implementing new technologies to ensure DTIC is cutting edge for bringing global users together in collaborative environments.
Recommends initiation, participation, and/or termination of projects and programs leveraged to capitalize on new collaboration techniques or efforts to devise and implement requirements for expanded capabilities, applications, or services provided.
Directs or executes the technical analysis and feasibility studies of promising new technological developments in order to determine which would be to the greatest advantage for adoption as DoD information systems and collaborative applications.
Maintains an effective working relationship with counterparts in other federal agencies, industry, and educational institutions to promote acceptance and support of DTIC programs, products, and services.

Qualifications
Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience managing collaboration applications (i.e. Confluence, SharePoint, MS Teams) to include the development of search capabilities, artificial intelligence and machine learning; utilizing Agile software development principles within a DevSecOps process framework; identifying and analyzing project and user requirements; and supporting new policy creation and user lifecycle management.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
