About the Position: Perform a wide variety of complex financial management and accounting system functions. The work requires adaptation of current or proposed systems and processes and a thorough knowledge of automated resource management systems.
Duties
Provides management accounting advice and recommendations regarding problems found in current and future operational efficiency.
Review accounting data for the purpose of correcting or adjusting line-item entries in the official accounting systems.
Follow up on unobligated funds/outstanding commitments in conjunction with program managers to ensure timely execution of return of funds.
Provide technical advice in identifying and resolving problem areas involving regulatory requirements and statutory policies and procedures.

- This position requires a Level 2 - Financial Management Certification. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must describe at least one year of specialized experience which prepared you to do the work in this job. One year of specialized experience which includes preparing and reviewing financial reports through automated systems; recommending changes to budget/accounting policies and procedures; and providing procedural and regulatory guidance concerning expenditures.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Financial Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
