Duties
As a Project Manager, you will:
Perform or direct the performance of projects and contracts related to a variety of Housing operational functions.
Responsible for all phases of the project including and contract management including the coordination efforts required, and for providing both oral and written recommendations to the supervisor.
Develop policies, strategies, and plans for programs/projects in the business development area for agency-wide application.
Provide advisory and program assistance to both key HQ and Office of Housing officials and to their counterparts in field administrative services components.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
To be qualified for this position at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level. Specialized experience includes:
Applying acquisition regulations, policies, and executive directives to manage multiple acquisition projects simultaneously; AND
Experience with executing all phases of the acquisition process; AND
Experience communicating with diverse partners and customers internally and externally; AND
Developing solutions to resolve issues or changing acquisition project requirements
To be qualified for this position at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level. Specialized experience includes:
Applying concepts, practices, and methodologies to manage project plans; AND
Producing written reports and briefing materials relating to policies and programs that are suitable for presentation to high-level executives; AND
Creating project schedules, status reports, or proposals; AND
Leading or managing a team of employees and monitoring their progress toward achieving project goals and objectives
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
For the GS-13 you must have been at the GS-12 level for 52 weeks
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
