About the Position: Serves on the Planning Management Team as a senior Plan Formulator for one or more complex water resource projects from initiation through construction guiding project delivery teams and project managers through the plan formulation process on Dredged Material Management Plans, Continuing Authority Program (CAP), Great Lakes Fishery and Ecosystem Restoration (GLFER) and other projects specifically authorized by Congress.
Duties
Serves as Plans Formulator, Project Manager, or Regional Economist for one or more complex water resource projects from initiation through construction on projects specifically authorized by Congress, and on continuing authority projects.
Responsible for keeping the sponsor/customers informed of project progress and problems, issues and their resolution, project fiscal status and financial resources and needs.
Responsible for development of all sponsor/customer agreements (e.g. FCSA's, PMP's, PCA's, etc.).
Controls and manages project milestones and budgets from planning through ultimate project construction.
Develops total project funding for fiscal year and other reports for submittal to higher authority.
Develops data for testifying officer and other briefing data for consolidation by Program Development Office for use of the Division and District Engineers.
Identifies interrelationships between data with respect to alternative plans for water and related land resources; evaluates data for technical validity; reports on adequacy of project.

Specialized Experience:
I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which include:Knowledge of the full range of principles, guidelines, laws, regulations, concepts, and methodology associated with Planning, Economics and Project Management as required to plan and complete assigned workload, along with authorization and appropriation process.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
