The primary purpose of this position is to quality review and process Purchase Request (PR)/Military Interdepartmental Purchase Requests (MIPR), providing management and control over the PR/MIPR process, operational taskings, provide in-depth knowledge and interpretation of policies and procedures, and identify and resolve problems associated with PR/MIPRs.

Duties

Serves as the control point to provide personnel with technical guidance and support to ensure compliance with applicable DoD, AF, AFMC, AFSC, Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR), instructions, directives, and policy. Uses thorough knowledge of established DoD inventory control procedures, specific service supplements to those procedures, and the systems used by the various submitting/receiving agencies to provide oversight for situations requiring special provisions or described only in general terms which call for experienced judgement. Manages assigned Special Project/Programs and performs reviews and extensive analysis to determine the impact on Supply Chain Management (SCM) processes and the center. Maintains accurate and complete documentation of coordination and information relating to PR/MIPR processing.

  • The duty location for this position is Tinker AFB. However, this position is eligible for maximum telework flexibilities. Telework options can be negotiated and implemented after entrance on duty.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Supply Series, 2001. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This position is subject to Administrative Careers with America (ACWA) Testing. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-09. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. In order to qualify, you must meet the education and/or experience requirements described below: SPECIALIZED EXPERIENCE GS-9: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-7, or equivalent in other pay systems to qualify at the GS-9 level. Specialized experience includes researching and validating material support requirements; processing forecasting inputs into data systems for exchangeable items worked in the facility; receiving specific instructional guidance in accomplishing more difficult assignments like developing short range, mid-range and long-range material supportability planning. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., In a field in which demonstrates the knowledge, skills, and abilities necessary to perform the work of this position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience as described above in GS-09 experience; and education less than three years of higher level graduate education (In excess of the first 36 semester hours (i.e beyond the second year) which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. To qualify for this position the computed percentage of the requirements must equal 100%. NOTE: You must submit a copy of your transcripts. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes is to serve as the Senior Specialist for the incoming and outgoing Purchase Requests (PR)/Military Interdepartmental Purchase Request (MIPR), providing effective management and control over the PR/MIPR process and operational tasking, provide in-depth knowledge and interpretation of policies and procedures, and identify and resolve problems associated with PR/MIPRs. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts. OR LL.M., if related. NOTE: You must submit a copy of official transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of pertinent laws, statutes, regulations, policies, procedures, techniques and methods applicable to supply, acquisition, and contract support operations and programs. Knowledge of SCM and procurement regulations, policies, procedures, techniques and methods applicable to assigned PR/MIPR, data system, and inventory control responsibilities. Knowledge of requirements and procedures for maintaining files of PR/MIPR documents for spares procurement. Knowledge of procurement functions, operations, program requirements, and work methods. Ability to analyze data, determine the root cause of problems, develop alternatives, and make recommendations to resolve a wide variety of complex supply and acquisition related problems and issues. Ability to access and utilize supply and acquisition information and develop metrics. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
