The primary purpose of this position is to serve as the supervisor over the Customer Support Section which includes Equipment Accountability Element, Customer Support Liaison, and Decentralized Maintenance Support providing planning, directing, organizing and exercising control over non-supervisory employees to accomplish a variety of special projects and assignments.

Duties

DUTY 1: Plans, organizes and directs the activities of Materiel Management, ensuring that LGRM complies with legal and regulatory requirements and meets customer needs. DUTY 2: Exercises supervisory personnel management responsibilities less than 25% of the time. DUTY 3: Represents the Customer Support Section with a variety of installation and functional area organizations. DUTY 4: Ensure that inventory schedules and analysis are performed. DUTY 5: Provides thorough, systematic management procedures, effective, standard and controlled automated data processing (ADP) support for base-level LRS/Materiel Management Activity operations, including standardized listings. DUTY 6: Provides technical guidance and assistance to the Materiel Management Staff and subordinate employees in all matters pertaining to supply funds.

  • Promptly investigates irregularities or deficiencies in inventory variances and accurately analyzes for trends and patterns. Provides adequate documentation of findings and recommendations.
  • May function as a quality assurance evaluator for the Materiel Management Flight requiring Air Force Reserve Quality Assurance evaluator standards qualification.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes researching, interpreting, analyzing and applying Air Force, MAJCOM and Wing guidelines, policies regulations, etc. Establishes policies and procedures for accomplishment of work within all areas of the Customer Support Section. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates, plans, and schedules with organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance and direction on a wide range of procedural and administrative issues. Structure assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Advises and provides counsel to employees regarding policies, procedures and directives of management. Selects or recommends selection of candidates for vacancies. Develops, modifies and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Assigns/reviews work, provides guidance and assistance to employees on matters regarding work. Establishes, develops and maintains effective working relationships with other sections, supported organizations, and higher headquarters. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Causative research results will be analyzed and used with other inventory adjustment and discrepancy trend data; fraud, waste and abuse indicators/reports; and for reviewing other management/security products to monitor the integrity of base resource management processes. Works with Compliance and Analysis to assess overall impact of computer system problems. Formulates and develops the stock fund operating programs for the systems and general support division of the Air Force Stock Fund. Analyzes Accounting and Inventory stratification reports to measure progress in meeting programmed objectives. Prepares and submits revised operating programs to Supply Chain Operations Squadron (SCOS) Funds Manager for approval when changes occur that make approved programs inadequate. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Broad knowledge of Supply operating activities and their interface with various echelons on staff. 2. Knowledge of safety and security regulations, practices and procedures. 3. Broad knowledge of supply regulations, procedures and guidelines. 4. Ability to plan, organize and direct the functions and staff of a small to medium sized organization. 5. Ability to communicate effectively, both orally and in writing. 6. Ability to develop work plans and procedures. 7. Knowledge of item characteristics and technical uses of items of supplies and equipment. 8. Ability to interpret and apply guidelines and regulations. 9. Knowledge of the ILS-S. 10. Knowledge of supply procedures in order to extract and analyze data pertinent to the effectiveness and efficiency of supply programs and/or operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
