Incumbent serves as the Sustainability Program Specialist for the Board of Governors. This position is responsible for developing and maintaining programs specific to the areas of sustainability, environmental policy, sustainable design, and green building operations. These programs require the incumbent to keep abreast of changes in the industry and modify Board programs to reflect the latest best practices.

Duties

The incumbent will be responsible for partnering with internal users and customers as well as external groups to refine and maintain a robust sustainability program at the Board. The incumbent of this position has been designated as essential personnel, and as such will be expected to report to work or work extra time even if the Board is officially closed during emergency situations, such as inclement weather. Non-exempt employees will receive Overtime if appropriate. Remarks: The Sustainability Program Specialist supports the development and maintenance of programs specific to the areas of sustainability, environmental policy, energy and utility management, sustainable design, and green building operations. The Sustainability Program Specialist is part of a team that is committed to doing its part by planning, designing, constructing, and operating facilities that are prepared and resilient to absorb current and future risks associated with climate change, providing model workplaces that enhance employee wellness, and demonstrating leadership as a steward of natural resources. The specific responsibilities of the position and desired skill sets are described below: Provides expertise in sustainability and energy management. Must be adept at working independently, setting priorities and allocating resources. Ability to support the Board's sustainability program on a daily basis as an individual contributor. Support efforts to modify Board programs to reflect the latest best practices. Gathers information and makes strategic plans to improve the Board's performance in energy usage and sustainability. Information gathered is interpreted, validated, and prioritized with Board partners and translates areas for improvement into viable action plans. Develops and implements plans by partnering with various entities at the Board. Writes scopes of work for sustainability related projects and sees them through from idea through implementation. Leads the development of and updates to Facility Services standards and policies related to sustainability. Utilizes technology to track, measure, and analyze improvements over time resulting from policy changes, education, and project implementation. Responsible for communicating updates to the sustainability program to Board staff. Seeks advice from senior management when developing new sustainability policies and procedures. Has technical knowledge and authority to capably handle issues that may require operational or policy changes. This position is hybrid, requiring a combination of telework and an in-office presence in Washington, DC.

Qualifications

Requires analytical and technical skills as well as partnering skills typically acquired through the completion of a bachelor's degree in architecture, Engineering, Sustainability, Energy Management, Environmental Science, or closely related field and 5 (five) years of specific work experience in sustainability, green building, environmental protection or climate change. Alternatively, completion of a master's degree with equivalent years of related research or work experience. Demonstrates the skills necessary to assess sustainability programs, identify areas of opportunity, and develop plans for improvement. Must have experience with energy management on one or more facilities and experience managing small projects that span multiple business lines is highly desired. Must have experience with the application of LEED BD+C on major renovation or new construction projects. Should be adept at setting priorities and allocating resources while demonstrating effective interpersonal, and written communication skills, as well as having a commitment to environmental sustainability. Must be highly dependable and capable of exercising sound, independent judgement, discretion, and tact. Certified Energy Manager (CEM) and LEED AP required. Additional sustainability certifications preferred. Experience with Parksmart and WELL Building Standard preferred. Supports the Board's sustainability program on a daily basis as an individual contributor, executing the work required to bring the sustainability program to the next level. Gathers information and makes strategic plans to improve the Board's performance in energy usage and sustainability. Information gathered is interpreted, validated, and prioritized with Board partners and translates areas for improvement into viable action plans. Develops and implements these plans by partnering with various entities at the Board. Assesses areas of weakness in the Board's overall approach to sustainability, energy usage, and green building operations. In concert with other colleagues in Facility Services and clients at the Board, develops a long-term approach and strategy for improvement and help to build that strategy into future renovations and projects undertaken by the Board. Leads the development of and update to Facility Services standards and policies related to sustainability. Utilizes technology to track, measure, and demonstrate improvements over time resulting from policy changes, education, and project implementation. Tackles environmental and sustainability issues at the Board. Works with representatives in Facility Services to advance solutions that address environmental and energy usage concerns. Serves as a member of the Facility Services team, helping to identify future goals and objectives for the section. Leads or participates in multi-disciplined task forces and work groups formed to address needs and issues relevant to the section(s). Responsible for communicating updates to the sustainability program to Board staff. Seeks advice from senior management when developing new sustainability policies and procedures. Has technical knowledge and authority to capably handle issues that may require operational or policy changes. Provides expertise in sustainability. Expertise in energy management is a plus. Maintains current knowledge of and anticipates significant developments in the field to ensure that the Board's programs are comparable, competitive, cost-effective, and compliant. Represents the Board and/or the Management Division at conferences and meetings with other government agencies, private sector organizations, and the Federal Reserve Banks on sustainability topics. If appropriate, provides consulting services to the Federal Reserve Banks and System-wide and inter-agency task forces and committees on an ad-hoc basis.
