This position is located in the Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, headquartered in Rockville, Maryland.

Duties
WHAT YOU'LL BE DOING DAY TO DAY
As an Administrative Officer you will be:
Presenting oral and written information clearly and concisely to senior leadership.
Advising program managers regarding budgetary concerns of an assigned unit such as shortfalls or unanticipated financial needs.
Providing advice regarding deviations from original plan.
Conducting negotiations with vendors to obtain goods and services.
Creating and executing strategic and/or operating plans for new fiscal years, which includes the gathering of key information essential to the planning process (e.g., internal information, benchmarking information, stakeholder input).
Guiding a project to its successful completion by developing and managing the project and developing effective oral and written
communication skills to interact with members of a project team.
Duties above are listed at the Full Performance Level.

Qualifications
WHAT WE ARE LOOKING FOR
GS-11
Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing ALL of the following:
(1) Writing and/or editing standards/policies/procedures documents and/or manuals.
(2) Reviewing government regulations, agency policies and/or procedures for others.
(3) Analyzing relevant information gathered by using processes, tools, and/or formal mechanisms to effectively monitor and/or manage results.
- OR -
Have successfully completed a Ph.D. or equivalent doctoral degree (e.g. LL.M) or three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work for this position. (You must provide supporting transcripts.)
- OR -
Combination of specialized experience as described above and education as described above that, when combined, equal 100% of the total requirement. (Must submit transcripts.)
GS-12
Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following:
(1) Formulating organizational strategies and/or communicate annual plans and updates to team members as appropriate.
(2) Interpreting policies, procedures, and/or practices concerning all aspects of travel, local, sponsored, domestic and/or foreign, and reimbursement for travel expenses for all orders and vouchers within the employee's assigned area(s).
(3) Analyzing and/or implementing standards/policies/procedures.
