The Health System Specialist- Facility Planner is responsible for the development of space and design programs, data collections and analysis, interpretation, and presentation to Executive Leadership for Central Alabama Veterans Health Care System (CAVHCS) and serves as the Contractors Officer Representative for the 7 Community Based Outpatient Clinics and Department of Defense Shared Service locations. The Facility Planner serves as a key member in the office of the Deputy Director.
Duties
Duties may include but are not limited to:
Prepares and maintains a master project schedule, with individual projects linked where dependencies or domino projects exists.
Uses collected analytical data to maximize utilization of space, equipment, and resources for the clinic.
Identifies service lines and physician specialties that drive impatient services and outpatient procedures.
Investigates emerging clinical and business practices in the private sector and assess their applicability to the health care system.
Engages CAVHCS leaders in clinical care information systems, quality, safety, manpower. and resource management to ensure the health care system's alignment with future needs.
Leads collaborative research efforts to evaluate performance of facilities and direct updates to current policies and criteria based on findings.
Provides technical expertise in the field or health care planning.
Ensures appropriate linkage between CAVHCS business planning, strategic planning, and capital investment planning.
Establishes benchmarks and goals for facility performance that includes technical, clinical, and financial dimensions.
Serves as an advocate for investment in assigned leased property/spaces in a way that realizes and optimizes building conditions, systems, equipment, operating efficiency, etc.
Issues instructions, interprets, and makes available pertinent guidelines, holds briefings, defines objectives, and otherwise coordinates individual and service line activities, as necessary.
Develops policies and procedures to help oversee and coordinate space management within leased spaces and VA facilities.
Researches and/or analyzes space needs, issues, problems, and or program requirements with respect to space management within leased property and space.
Facilitates timely action on the project managed.
Ensures that appropriate management controls are in place to achieve quality products on time and within cost.
Evaluates the progress of projects and develops measurable indicators for use in evaluating project management effectiveness.
Evaluates the shore and long-term effects of cost and schedule trends on assigned project.
Assesses the structure, management process effectiveness, controls, and compliance with continually changing procedures and policy.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
You must also have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Using collected analytical data to maximize utilization of space, equipment, and resources for the clinic; Investigating complex issues, analyzing problems, and presenting both written and oral recommendations which affect the management of the healthcare delivery system; Appling extensive qualitative and/or quantitative methods for program improvement, make recommendations for complicated solutions; Reviewing demographics, financial, and performance data, performance gaps, evaluating operational cost effectiveness profitability and reviewing resources allocation, to measure attainment of program goals and objectives; and Conducting fact-finding and data analysis for planning and conducting studies, organizational reviews, investigations to identify systemic problems, and disparate organizational practices.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. May require frequent travel.
