The Program Analyst is aligned under the VA Community Care (VACC) Assistant Chief at the Amarillo VA Health Care System (AVAMC). The incumbent serves as an integral link between the local Office of Community Care and our network Community Providers.

Duties

Duties include but are not limited to: Analyzes and evaluates using both qualitative and quantitative principles working in collaboration with both regional and other medical center community provider specialists to improve the experience of Community Providers associated in providing services to Veterans and support to local VAMC veterans' health care delivery experience. Supports operations in meeting established goals, metrics and objectives. Using regional office guidelines and policy, implements and modifies program policies, regulations, goals, or objectives. develops and maintains positive relationships with local medical center Community Providers and stakeholders, such as hospital associations and affiliates. Investigates and resolves problems and special cases brought to the attention of top management including those from the agency's executive management staff. Researches and develops executive correspondence and inquiries and provides administrative management of critical issues and participates in strategic and tactical planning for program issues in which VACC is involved. Manages or performs data analysis, data validation and program analysis to determine the efficiency and appropriateness of the processes in place at facility non- VA care program offices (CITC) and makes recommendations for process refinement and improvement by doing site assessments, evaluations, and providing recommendations on process improvement. Supports the development of a program for the continued growth in use of data analytics and decision support based on these analytics including: identification of resources available for analysis, identification of gaps in services, identification of data quality, and issues that impact management ability to make informed decisions based on key data metrics associated with these data sets. Makes formal and informal presentations outlining the history, status, and objectives of all functional responsibilities. Develops, maintains, and executes tasks related to project management necessary for the assessment and analysis of projects. Develops complex business strategies that include current Community programs, associated systems and future initiatives. Responsible for identifying specialty tools, equipment, devices and systems for acquisition to support projects. Work Schedule: Monday thru Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of qualitative and/or quantitative methods for assessment and improvement of program effectiveness; knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Conducting detailed analyses of complex functions and work processes. Possessing the ability to review documents and reports for completeness and accuracy and enter pertinent information into an automated tracking system. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related that demonstrates the knowledge, skills, and abilities necessary to. (TRANSCRIPTS REQUIRED. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 18 semester hours of graduate level education.(TRANSCRIPTS REQUIRED). You will be rated on the following Competencies for this position: Critical Thinking Oral Communication Education and Training Analytical Thinking Stakeholder Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds such as reports and manuals.
